The Korean government has sought to solve the low birth rate in Korea through its 2006 – 2020 basic plan on low birth rate and aging population. Results, however, seem to predict that the government may not be able to reach its goal on low birth rate. This paper analyzes the different causes of low birth rate such as the demographical demands that come with the increase of single people and late marriage, socio-economic conditions such as employment, housing, childcare expenses, private education expenses, etc., and socio-cultural conditions such as sexual discrimination, difficulty in keeping balance between work and family, views on marriage, children, family, etc. The paper proposes creating the right social environment as well as the international Blessing marriage through the true family movement, as a way to boost birth rates. From the perspective of the true family movement, fundamental values must be changed instead of simply focusing on carrying out low birth rate policies. In order to do so, it will be essential for the academic circle and religious circle to work together and carry out a nationwide family reconstruction movement. Furthermore, efforts to solve low birth rates must be focused on how the young generation or future generations to get married, choose marriage and form a family. In other words, we need to create a system and social environment that is favorable to marriage and the upbringing of children, and a society that guarantees good quality of life.

정부는 저출산을 극복하기 위해 2006~2020년까지 저출산·고령사회 기본계획을 추진하고 있지만 저출산 목표를 달성하지 못할 것으로 예상된다. 본 연구는 저출산의 원인으로 미혼과 만혼의 증가에 따른 인구학적 요인, 고용·주거·육아비용·사교육비 등의 사회경제적 요인, 성차 별, 일·가정의 양립 곤란성, 결혼관·자녀관·가족관 등 사회문화적 요인을 분석하였다. 출산율 제고를 위한 해법으로 사회적 환경의 조성, 참가정운동을 통한 국제축복결혼을 제안하였다. 참가정운동의 관점에서 볼 때 저출산 정책은 보다 근본적인 가치관의 전환에 집중해야 한다. 이를 위해 교육계와 종교계가 함께 고민하고 범국민적인 가정재건운동이 이루어져야 할 것이 다. 또한 저출산 문제의 해결은 청년세대, 그리고 결혼을 하게 될 미래의 세대들이 어떻게 결혼 을 선택하고 가정을 이루게 할 것인가에 초점이 맞추어져야 한다. 따라서 결혼과 자녀 양육에 유리한 제도적·사회적 환경을 조성하고, 삶의 질이 보장되는 사회의 구현이 필요하다.
