The purpose of this study is to find out the factors which affect the Public Officials Pension Policy Change. The policy change will be analysed by the process and contents. The contents are stratified in policy level(ought to), strategy level(can), tactics level(will) and the process are divided in exposed period, adjustment period and settlement period. Social environment and economic environment affected political environment and political environment had a direct influence on The Public Officials Pension Policy Change. Especially, president KeunHye Park strongly affected the process. The policy level(ought to) was stressed out in exposed period, strategy level(can) was focused in adjustment period and the tactics level(will) was emphasized in settlement period.

본 연구는 ‘2015 공무원연금개혁’을 사례로 정책변동의 영향요인을 분석하였다. 본 사례의 과정적 측면과 내용적 측면을 종합적으로 살피고자 정책변동의 과정분석은 시기별로구분하였고, 내용분석은 그 분석 단위를 정책, 전략, 전술로 기반하여 정책의 차원인 당위성, 능률성, 실현성의 요소를 투입해 분석하였다. 분석결과 ‘2015년 공무원연금개혁’에서는사회･경제･정치적 환경요인이 변동에 다각적으로 작용되었고 가장 강력한 영향력을 행사한 참여자는 박근혜대통령으로 나타났다. 또한 정책변동의 시발기에서는 정책의 당위성 차원이, 추진기에서는 전략의 실현성 차원이, 확정기에서는 전술의 능률성 차원의 강도가 가장 큰 것으로 분석되었다. 본 연구는 정책변동 영향요인 분석의 유형을 도출함으로써 정책변동 연구의 프레임을넓히는 이론적 함의를 갖는다.
