Evidence-based education began with the reflection that traditional education was opinion-based education, which relies on scientifically unproven one-off materials, traditional customs and myths, and personal fragmentary experiences. Therefore, it is argued that education research should accumulate enough evidence to prove the educational effect and have practical relevance to field education. In evidence-based education, however, evidence should be evidence of consistency in educational purposes, not just of the instrumental effectiveness of obtaining a specific learning outcome. In moral education, evidence-based education should describe the conditions under which teachers can make the most of the evidence they can use to determine their teaching methods and procedures. Evidence in moral education research relates to whether moral education methods and procedures are ethically consistent with the goals of moral education. Producing moral and ethically consistent educational outcomes through procedural values and principles is an important issue to be addressed in evidence-based moral education.

증거 기반 교육은 기존의 교육이 과학적으로 검증되지 않은 일회성자료, 전통적 관습과 속설, 개인의 단편적 경험 등에 의존하는 의견 기반 교육이었다는 반성에서 시작되었다. 따라서 교육 연구를 통해 교육적 효과를 입증할 수 있는 증거를 충분히 누적하고, 현장 교육에 실천적 관련성을 가져야 한다는 주장이 있다. 그러나 증거 기반 교육에서증거는 단순히 특정한 학습 결과를 확보하는 도구적 효과성에 관한 증거가 아니라, 교육 목적에서의 일관성에 관한 증거여야 한다. 도덕교육에서 증거 기반 교육은 교사들이 자신의 교육 방법과 절차를 결정하는데 사용할 수 있는 증거를 최대한 활용할 수 있는 조건을 기술하는 것이 되어야 한다. 도덕교육 연구에서 증거는 도덕교육의 방법과 절차가도덕교육의 목표와 윤리적으로 일치하는지와 관련된다. 절차적 가치와원칙을 통해 도덕적이고 윤리적으로 일관성 있는 교육 성과를 끌어내는 것은 증거 기반 도덕교육에서 다뤄야 하는 중요한 문제이다.
