The purpose of this study is to define the concepts of values and virtues, which are the main contents elements of moral education curriculum, and to develop a moral education curriculum based on the relationship type between them. In moral education curriculum, values have a universal character and suggest a direction that virtues should aim for, and virtues refer to a personality tendency to internalize values. In moral education, the relationship between values and virtues can be established as three types through the medium of moral principles. Among this, In the design process of moral education, the complementary relationship types between values and virtues can reinforcement of integration, sequence and articulation in Moral education. And in the implementation process of moral education, this relationship can contribute to embodying the content of moral inquiry and reflection.

본 연구의 목적은 도덕과 교육과정의 주요한 내용 요소인 가치와 덕목의 개념을 조작적으로 정의하고 이들 간의 관계유형을 기반으로 한도덕과 교육과정의 개발 방안을 마련하는 데에 있다. 도덕과 교육에서가치와 덕목 간의 관계는 도덕원리를 매개로 하여 세 가지 유형으로설정할 수 있다. 이 중 상호보완적 관계유형은 도덕과 교육과정 개발시 교육과정의 설계 측면에서 교과 성격의 통합성, 목표의 계열성, 내용 체계의 연계성을 높이고, 실행 측면에서 도덕적 탐구와 성찰의 의미와 과정을 구체화하는 데에 기여할 수 있다.
