The Geneva Conventions are international conventions that set standards for humanitarian treatment in war. The Convention consists of four individual agreements, created over 80 years apart, and three protocols added since the birth of the final agreement.Among them, the “Contract on the Protection of Citizens”, which was the subject of this study, was negotiated in 1949 during the post-war process of World War II. It is helping to protect people who are caught up in.The Mirai incident, which arose during the Vietnam War, failed to comply with the Convention on the Protection of Civilians, resulting in a strategic defeat and withdrawal.In particular, the recent war situation is shared throughout the world through various media such as SNS, propagation and war violations are not only contrary to humanitarianism, but also affect the alliance of the allies due to the proliferation of anti-war movements.To this end, effective law and education are important, so this study examined the current situation of the Korean military and suggested ways to activate it.

한국어

제네바 협약이란 전쟁에서의 인도적 대우에 관한 기준을 정립한 국제협약이다. 이 협약은 80년 이상의 시차를 두고 만들어진 4개의 개별 협약과, 최종 협약 탄생 이후 추가된 3개의 의정서로 이루어져 있다. 그중 본 연구주제인 “전시민간인의 보호에 관한 협약”은 제2차 세계대전의 전후처리 과정에서 협의되어 1949년에 명문화 되었다.제네바 협약은 국제 인도주의법의 기본이 되고 있으며 국제 분쟁이나 내전 등에서 전쟁에 휘말린 사람들을 보호 하는데 도움이 되고 있다. 그런데 베트남전쟁에서 발생된 ‘미라이 사건’은 민간인 보호에 관한 협약을 준수하지 않아 결국 전투에서는 승리했으나 전략적으로 패배하고 철수 하는 결과를 초래했다.. 특히 최근 전쟁 상황들이 SNS 등 각종 매체를 통해 전 세계로 공유되고, 전파되어 전쟁법 위반은 인도주의에 어긋남은 물론이며, 반전운동 확산 등으로 인해 아군의 작선수행에도 영향을 미치기 때문에 반드시 준수해야 한다. 이를 위해서는 실효성있는 법과 교육이 중요하므로, 본 연구에서는 한국군의 관련 실태를 살펴보고, 활성화 방안을 제시하였다.
