As an effort for local autonomy, decentralization is highly dependent on the election process of local government representatives. Since the country's local election system was resumed in 1991, it has been changed in several times. The local election system should focus on three factors: supplementality, autonomy, and accountability in order to enhance the representation and smooth operation of the region. This study was conducted through a survey of the UK's local election system and the local election district delimitation system, which is called an advanced country of local government. Before each local election, British municipalities form their own Local Government Boundary Commission, an objective investigation by experts to solve the problems of the electoral districts that were problematic in the last election. The electoral commission of the United Kingdom operates independently of the central government and makes decisions with autonomy and accountability in both institutional and operational terms. In particular, they are beginning to re-determine the districts long before the elections begin, and are seeking consensus on new districts through expert analysis and community input. In this regard, it is necessary for Korea to take sufficient time to collect opinions and analyze experts, and to carry out voting and re-determination procedures.

지방자치를 위한 노력으로서 지방분권은 지방자치단체 대표자의 선출과정에 의해 크게 의존한다. 우리나라의 지방선거제도는 1991년 재개된 이후 몇 차례 변화를 통해 지금의 모습을 가져왔다. 지방선 거제도가 지역의 대표성을 높이고 원활하게 작동하기 위해서인 보충성, 자율성, 책임성의 3가지 요인 을 중심으로 진행되어야 한다. 이 연구는 지방자치의 선진국으로 지칭되는 영국의 지방선거제도와 지 방선거구 획정제도에 대한 조사를 통해 진행되었다. 매 지방선거가 진행되기 전 영국의 지방자치단체 들은 자신의 선거구획정위원회인 Local Government Boundary Commission을 구성하고, 전문가에 의한 객관적 조사를 통해 지난 선거에서 문제가 되었던 선거구의 문제를 해결한다. 영국의 선거구 획정위원 회는 중앙정부에 독립적으로 움직이며 제도적인 면과 운영적인 면 모두에서 자율성과 책임성을 가지 고 결정을 내린다. 특히 선거가 시작되기 오랜 시간 전에 선거구 재획정 작업을 시작하고 전문가 분석 과 지역주민의 의견수렴을 통해 새로운 선거구에 대한 합의를 찾고 있다. 이러한 면에서 우리나라 역 시 주민의견수렴, 전문가분석이 가능하도록 충분한 시간을 갖고 선거구 획정 및 재획정 절차를 수행하는 것이 필요하다.
