This study aims to understand the experience of digital divide by public officials and to come up with participation gap and political countermeasures by utilizing qualitative research. In the sense that the diffusion of various services in smart information society could deepen the socioeconomic gap as well as the digital divide, the study examined how to resolve the problem of inequality, what can be done in administration, and what should be done through the experience of the public officials, who are service deliverers. The study researched on the current state of the digital divide from the experience of public administrators, whether there is any difference between downtown and countryside within the region, and noted that the policy proposal is made based on the needs of the region and residents by using research methodology and approach that are differentiated from the existing studies. The practice directions and policy implications from their experiences are as follows. ‘App and mobile web development necessary to enhance access to the new device’, ‘Respond to the multiple gaps emerging in the smart administrative environment’, ‘Readjust the digital divide system to meet the current trends and establish the policy vision and objective for integration of digital society’, ‘Strengthen digital literacy in order to expand mobile usage capacity’, ‘Establish policy governance for digital literacy’, and ‘Encourage citizens in social participation by utilizing mobile devices’. In the future, it is worth considering promoting the resident-friendly digital divide policy based on the research on digital divide by local governments. The regional-level research of digital divide, data accumulation, comparative analysis of digital divide between regions or similar regions, and derivation of policy implications will eventually address the limitations in studies on information gap at national level. It is hoped that this will be used as the basis for reviewing various policy issues that reflect the local needs that could lead to the universal welfare and improvement of quality of life for residents who are living in the smart media era.

이 연구는 질적연구를 활용하여 공무원의 정보격차 경험을 이해하고, 참여격차와 정책적 대응방안 을 마련하고자 하는 것이다. 스마트정보사회에서 다양한 서비스의 확산으로 디지털 격차는 물론 사회 경제적인 격차를 심화시킬 수 있다는 점에서 불평등의 문제를 어떻게 해소할 수 있을지, 행정에서 무 엇을 할 수 있으며, 해야 하는가를 서비스 전달자인 공무원의 경험을 통하여 살펴보았다. 본 연구는 행정공무원의 경험을 통해 정보격차의 실태를 파악하고, 지역 내에서도 시내와 시외지역의 차이는 없 는지, 기존 연구와 차별화된 연구방법론과 접근으로 지역과 주민의 욕구에 따른 정책제언을 한다는 점에 주목하였다. 이들의 경험을 통한 실천 방향과 정책적 함의는 다음과 같다. ‘새로운 기기 접근성 강화를 위한 앱과 모바일 웹 개발이 필요함’, ‘스마트 행정 환경에서 대두된 다중격차에 대응해야 함’, ‘시대의 흐름에 맞게 제도를 정비하고, 디지털 사회통합을 위한 정책 비전과 목표를 확립해야 함’, ‘모 바일 이용능력 확대를 위해 디지털 리터러시를 강화해야 함’, ‘디지털 리터러시를 위한 정책 거버넌스 를 구축해야 함’, ‘모바일 기기를 활용하여 시민의 원활한 사회참여를 유도해야 함’이다. 향후, 지자체 별로 정보격차에 대한 연구에 기반하여 주민밀착형 정보격차 해소 정책을 추진하는 것도 고려해볼 만 하다. 지역 수준의 정보격차 조사나 자료축적, 지역 및 유사 지역 간 정보격차에 대한 비교 분석과 정 책적 함의의 도출은 결국, 국가 수준에서 이루어지는 정보격차 연구에서의 한계를 해소할 수 있을 것 이다. 이를 통해, 스마트 미디어 시대를 살아가는 주민들의 보편적 복지 및 삶의 질 향상으로 연계될 수 있는 지역 욕구가 반영된 다양한 정책과제들을 검토하는 데 기초자료로 활용되기를 바란다.
