Regional revitalization requires the enhancement of the capacity of the promoters by means of community projects, the establishment of cooperative networks, and administrative support. Local residents' capacity enhancement recognized experience through participation in community projects as major learning, and education contents were also organized differently depending on level. In addition to recruiting outside experts, the administration accumulated expertise through the operation of learning clubs and administrative cooperation. Network building forms a sense of solidarity or local identity among residents through the organization of residents. Networks have also been built between residents, villages, and between locals and administrators. Community projects have changed the residential areas of the residents. Most of the projects turned out to be projects to improve the environment or in the income and job sectors, it was recognised that there was an improvement but was insufficient. Community projects to improve the quality of life for residents need to be expanded to diverse areas, including culture, welfare and experience, along with improving the landscape. Administrative support refers to the establishment or system for the stable promotion of community projects, and the establishment of a dedicated team, ordinance, and village development support center. As a result, revitalization of the community should comprehensively link the capacity building, network building and administrative support of the principals promoting community projects to improve the quality of life for local residents.

지역 공동체 활성화 요인은 공동체 사업을 매개로 사업 추진 주체들의 역량 강화, 협력 네트워 크 구축, 행정지원 등이다. 지역주민들의 역량 강화 방법으로는 공동체 사업 참여를 통한 경험을 주요 학습, 현장포럼, 마을 만들기 대학 운영, 마을축제 기획학교 등이 있었다. 행정은 외부 전문가 의 영입과 학습동아리 운영, 행정 협업 등을 통해 전문성을 축적하였다. 네트워크 구축은 주민들 간 조직화를 통해서 주민 간 연대감이나 지역 정체성을 형성하였다. 네트워크는 주민 간, 마을 간 그리고 지역주민과 행정 간에도 구축되었다. 네트워크 구축을 위해서 마을간사제도, 마을만들기지 구협의회, 마을만들기지원센터 등을 운영하였으며, 가장 중심적인 역할은 마을만들기지구협의회가 수행하는 것으로 분석되었다. 공동체사업의 대부분은 환경이나 경관 개선 사업으로 나타났다. 소득 이나 일자리 부문에서도 성과는 있으나 미진한 것으로 인식하였다. 주민들의 삶의 질을 개선하기 위한 공동체 사업은 경관개선과 더불어 문화, 복지, 체험 등 다양한 영역으로 확대할 필요가 있다. 행정지원은 공동체 사업이 안정적으로 추진되기 위한 기관 신설이나 제도를 의미하며, 전담 팀, 조 례 제정, 마을만들기지원센터 등을 신설하였다. 결과적으로 지역공동체 활성화는 공동체 사업을 추 진하는 주체들의 역량 강화, 주체들 간 네트워크 구축과 행정지원 등의 종합적 연계를 요구하였다.
