This study aims to detect and respond immediately to human property risks and accidents at an early stage using drones, one of the core products of the 4th Industrial Revolution and to to find out how to use drones, to find legal sanctions, and to come up with countermeasures. Recently, high-tech business techniques using drones have attracted global attention. In Korea, in March 2017, the Post Office developed the logistics system by introducing the artificial intelligence, Internet of Things, and ICT through the introduction of the mail innovation coupled with the 4th Industrial Revolution based technology. The drones are now used in a wide range of fields, ranging from mini-game drones to professional military reconnaissance missions to weather reports. However, the current problems with drones are that they require a special space called the airspace, and flight bans and control areas are constantly in place, limiting drones’ flight performance. Depending on the problem that anyone can purchase drones rather than a licensed one, and depending on who uses them, it could also be a question of defensive or offensive concept. In response, this paper seeks to find problems with drones and suggest ways to improve them.

본 연구는 4차 산업혁명의 핵심 중 하나인 드론(DRONE) 무인기를 활용하여 발생 될 수 있는 인적 물적 위험 및 사고를 조기에 인지하여 즉각 대응하기 위함과 동시에 드론 활용시의 사용법과 법률적 제재 및 문제점은 어떠한 것이 있는지 등을 알아보고 대책을 강구하는데 그 목적이 있다. 최근 드론(DRONE)을 활용한 첨단 사업기법이 전 세계의 이목을 끌었다. 우리나라에서 도 2017년 3월 우정사업본부에서는 4차 산업혁명 기반기술을 접목한 우편혁신을 추진함에 있어 인공지능(AI), 사물인터넷(IOT) 등 정보통신기술(ICT)을 도입한 물류시스템을 구축하 고 드론배송 기술을 도입하여 시범운용을 거쳐 2022년까지 상용화 한다고 하였다. 현재 드론은 미니 게임용 드론부터 전문적인 군사 정찰 임무 수행, 일기예보까지 24개 산업군과 같이 광범위한 분야에서 활용되고 있다. 하지만 ‘드론’ 활용 시 현재의 문제점으 로 ‘드론’은 ‘공역’이라는 특별한 공간을 필요로 하며 비행 금지 및 통제구역이 상존하여 ‘드론’ 비행에 제약이 많이 따른다. 또한, 허가제가 아니고 아무나 ‘드론’을 구입 할 수 있다는 문제점과 누가 사용하느냐에 따라 ‘방어적 개념’이냐 ‘공격적 개념’이냐 의 문제의 소지가 될 수 있다. 이에 본 논문은 드론의 문제점을 찾아 개선 방안을 제안하고자 한다.
