The cyber part of the terrorist law in Korea is being treated very weakly. Recently, terrorist organizations and criminal organization recruitment trends are using the Internet, so we need to be more aware of cyber security. Kim's case tells us that the lonely wolf-style terrorism that is itself extreme is no longer the story of another country. Therefore, it is necessary to establish a policy to promptly cope with and to grasp early legal basis, to find a system that can effectively respond to terrorism such as cyber terrorism and agitation. This study aims to prevent the occurrence of future bigger accidents by early detection of signs of terrorism or natural terrorism by the introduction of cyber patrol system. However, people thinks negatively that cybercriminals are being monitored and privacy is violated. In order to introduce this system, it is necessary to highlight the advantageous aspect that minimizes the reaction of the people. Therefore, introduction of the concept of patrol should be informed that it is an activity for the prevention of crime for the purpose of protection, not surveillance.

시행되고 있는 우리나라의 테러관련 법에서 사이버 부분은 미약하게 다뤄지고 있다. 최 근 테러단체와 범죄단체의 조직원 채용 동향이 인터넷을 이용한다는 점으로 보아 사이버 상의 안보에 대해 좀더 경각심을 가져야 한다. 김군 사건은 스스로 극단화 되는 외로운 늑대형의 테러리즘이 더 이상 다른 나라의 이야 기가 아니라는 것을 말해준다. 따라서 명확한 법적 근거를 정비하고, 사이버를 이용한 자생 테러, 선동, 등의 테러리즘에 대해 효과적으로 대응할 수 있도록 하는 제도를 모색하여, 신속한 대처와 조기 파악을 위한 정책을 세워야 한다. 이 연구는 사이버 순찰제도의 도입으로 프로파간다나 자생테러리즘의 징조를 조기에 파악하여 미래의 더 큰 사고가 일어나는 것을 방지하고자 한다. 그러나 사이버상에서 감시를 당하여 프라이버시가 침해된다는 부정적인 반응이 예상된다. 이 제도를 도입하기 위해서는 국민들의 반발을 최소화 할 이익적인 측면을 부각시켜야 한다. 따라서 순찰의 개념을 도입하여 감시가 아닌 보호를 목적으로 한 범죄예방을 위한 활동임을 알려야 한다.
