This study analyzed the technical efficiency of the korea regional economies and regional R&D systems by applying the stochastic frontier analysis to the panel data of 16 provinces. In the mid-1990s, when the local autonomy system was in place, there was a large variation in efficiency not only in the economy but also in R&D. However, efficiency gap among provinces narrowed gradually and the disparity in the efficiency of regional R&D was more quickly eased compared to that of regional economy. The results of the analysis show that there is a statistically significant technical change in both regional economy and regional R&D. The quality of human capital (ratio of university graduates in employment) is an important factor determining technological efficiency in both regional economy and regional R&D . However, since the effectiveness of these factors can be different depending on the conditions of the region, it is necessary to set the policy direction considering both the conditions and the efficiency level of the relevant region when establishing the related policies.

본 연구에서는 확률적 생산변경(Stochastic Frontier) 모형을 우리나라 16개 시 도 지역의 패널자료에 적용하여 지역경제와 지역R&D의 기술적 효율성(Technical Efficiency)을 동시에 분석하였다. 지방자치제도가 시행되던 초기인 1990년대 중반에는 경제뿐만 아니라 R&D에 있어서도 지역별로 효율성 편차가 크게 존재하였다. 그러나 이후 지역 간 격차는 차츰 완화되는 추세를 보였으며 특히 지역R&D의 효율성의 격차 해소가 지역경제에 비해 상대적으로 두드러졌다. 분석 결과 지역경제와 지역R&D 모두에서 통계적으로 유의미한 기술적 변화(Technical Change)가 존재했음을 확인 하였으며, 인적자본의 수준(취업자 중 대졸 이상 비율)은 지역경제와 지역R&D 모두에서 기술적 효율성을 결정하는 중요한 요인이었다. 그런데 이런 효율성 결정요인도 해당 지역의 여건에 따라 경제와 R&D의 효율성에 미치는 양상이 다를 것으로 분석되었으며, 지역별로 다른 정책적 함의를 갖고 있음을 제시하였다.
