This paper is an in-depth analysis of the structural characteristics of the current labor market of vocational competency development training teachers and instructors(hereafter VCD teachers and instructors) as a precondition to find appropriate measures to improve their labor market situation. In particular, this study analyzed the impacts of the demand and supply of them to their income level and their intention to continue their job as VCD teachers and instructors. As a result, while the current VCD teachers and instructor labor markets have strong external labor market characteristics, the characteristics of demand and supply of VCD teachers and instructors have an significant impact on their income level and their intention to work as VCD teachers and instructors. These results strongly suggest that policy measures for VCD teachers and instructors should be pursued in close connection with comprehensive measures for the improvement of overall quality of training system.

고용노동부가 지원하는 직업능력개발훈련을 담당하고 있는 직업능력개발훈련 교․강사의 처우에 대한 우려가 지속적으로 제기되고 있다. 본 논문은 이들에 대한 처우 개선 방안의 모 색을 위한 전제로서, 현재 훈련교․강사 노동시장의 구조적 특징을 심층적으로 분석하였다. 특히 이들에 대한 수요와 공급측 요인이 이들의 소득과 계속 근무 의사에 미치는 영향을 파 악하고자 하였다. 그 결과, 현재 훈련교ㆍ강사 노동시장이 강한 외부노동시장 성격을 띠는 가운데, 이들의 인적 속성 뿐만 아니라 이들이 가르치는 분야의 수요 및 공급측 요인도 이들의 소득과 계속 근무 의사에 영향을 미침을 확인할 수 있었다. 이러한 결과들은 훈련교․강사에 대한 처우 개선 대책이 모든 훈련교․강사를 대상으로 하는 일반적 대책을 넘어서 내부의 이 질성을 고려하는 세심한 대책이 되어야 함을 의미한다. 또한 직업훈련 전반에서의 품질 관리 체계 개선과 연계된 종합적이며 입체적 대책이 되어야 함도 시사한다.
