This study focuses on searching for the way to improve the ethical responsibility of public officials among their ethical competences and attempts to approach to the responsibility by comparing them to James Rest's four components of morality. There are some methods to curb selfishness of public officials and to foster ethical competence such as legal, institutional measures, and educational intervention. This study especially focuses on showing the educational program assuming that public officials are learners. For the purpose, this study employed the educational model proposed by the past research and designed the teaching program, teaching materials, and evaluation method. In particular, specific education contents for fostering responsibility competence were identified in the film and reviewed in their thinking system to understand and internalize more in-depth responsibilities. These studies are expected to contribute to the design of educational programs in which public officials can make decisions to better implement responsibilities in the various values among their duties.

본 연구는 공직자의 윤리적 역량 중 윤리적 책임 역량을 고양하기 위한 방안을 모색하는 데 주안을 둔다. 도덕성은 다양한 측면을 가지고 있는데, 미국의 도덕심리 학자인 J. Rest가 제시한 바 있는 도덕성의 4구성요소는 도덕성을 연구하는 데 있어 서 중요한 시사점을 제공해준다. 공직자들은 한 국가 내에서 국가의 사무를 이끌어 가는 가장 공적인 존재이기 때문에 누구보다 높은 도덕성이 요구된다. 이러한 공직 자들의 높은 도덕성을 고양하기 위해서는 이기심을 스스로 제어하고, 법적 제도적으 로도 강제적인 장치 마련해야 한다. 이 연구는 그 중에서도 공직자를 대상으로 하는 교육프로그램을 운영할 때 필요한 교수학습방법 차원에서 구체적인 대안을 제시한다. 이를 위해 선행 연구에서 정립된 윤리적 역량모델을 기초로 교수-학습 과정 운영방 안, 교수-학습 계획안, 성취기준 및 평가방안 등을 제안하였다. 특히 이 연구는 윤리 적 책임 역량의 함양을 위한 구체적인 교육방법을 영화 ‘남한산성’에서 각 주인공들 의 관점을 파악하고, 그들의 사고체계를 고찰함으로써 보다 심층적인 책임성을 이해 하고, 내면화하는 방안을 제시했다.
