A threat of terrorism is globally expanding including South Korea and recently a violent extremist has attacked soft targets and crowded places rather than hard targets such as governmental facilities. Also, the methods of terrorism are getting complex and diverse. This study is mainly focusing on the development of the index for securing soft targets and crowded places. Based on the case study, qualitative interview, content analysis, and AHP(Analytic Hierarchy Process), this study introduces 23 objective and quantitative index. With the developed index, it can directly apply to various crowded places regardless of type of facilities such as cultural, medical, sales and transport building. Also, this can be used for scientific data by government including police agency making rules and policy for securing crowded places. For such a purpose, the current study indicates structural and effective management tools for securing soft targets and crowded places.

최근 테러는 여전히 여러 나라에 광범위하게 확산되고 있으며 그 유형이 기존 정부기관·군 시설 등 하드 타겟에서 민간시설·공연장 등 다중이용시설에서 소프트 타겟을 목표로 하는 복합적인 테러로 변화하고 있다. 본 연구에서는 다중이용시설의 소관기관과 시설주가 대테러 및 재난 예방 활동에 사용할 수 있는 객관적·정량적 지표를 개발하고자 한다. 선행연구, 관련 문헌 고찰 및 전문가 설문을 토대로 23개의 안전 진단지표를 추출하였고 지표별 우선순위를 토대로 다중이용시설 안전관리를 위해 활용 가능한 점검표를 개발 및 분석하였다. 이러한 연구결과는 1) 문화집회·판매·숙박·의료 등 시설의 종류와는 관계없이 대테러·재난 관련 객관적 범용지표로 사용 가능하며 2) 다수의 다중이용시설을 관리하는 중앙행정기관(경찰)에서는 각 시설의 테러취약등급(A,B,C) 지정 등 정책 결정 과정에서의 과학적인 기초자료로써 활용할 수 있으며 다중이용시설의 안전지도 점검 시 중요도에 따른 취약점에 대해 시설주에게 적극적인 보완 요구를 통해 체계적이고 합리적인 안전관리 분야에 적용이 가능할 것으로 기대된다.
