The development of the drone industry is expected to bring about changes in security policy, and it is possible to overcome the limitations of police drone use and to establish a security policy based on industrial characteristics, which is compatible with the guarantee of basic rights of the people. And, the development of drone industry is expected to influence the use of various drones in the security field. In addition, this study provides implications for the active use of drones in the public security field. In addition to the technological supplementation of the drone industry, the stability and legislation of the drone use are expected to bring about changes in the security policy by increasing the use of drones in the public sector such as the police. Based on “Drone Industry Foundation Construction Plan”, the priority of change factors on how the drone industry development policy will affect the security sector was derived using AHP analysis. As a result, the area of drone industry development policy that is expected to have the greatest impact on the change of security policy is to create a safe operating environment. Of the sub-measurement items in the second stage, the highest integrated weight was the safety management of small unmanned reconnaissance aircraft. Looking at the next ranking in the top 30%, it was derived in the order of personal rights protection, certification test infrastructure construction, K-drone system development / commercialization / export, smart drone management system construction, human resource development, fusion alliance construction & practical application, special approval system introduction & deregulation, and finally public demand creation.

드론 산업의 발달을 통해 치안정책에 있어서도 변화가 일어날 것으로 예상되며, 경찰의 드론 활용에 있어서의 한계점을 극복하고, 산업적 특성에 따른 치안정책이 수립되어 국민의 기본권 보장과 양립될 수 있는 치안행정이 이루어져야 한다. 이에 따라 드론 산업의 발달이 치안분야의 다양한 드론 활용에 영향을 미칠 것으로 예상되며, 본 연구에서는 AHP 분석기법을 통하여 전문가 패널들의 의견을 수렴하여 드론 산업 육성정책에 따른 치안정책의 변화요인을 살펴보고, 향후 치안분야에서의 적극적인 드론 활용을 위한 시사점을 제공하고자 한다. 드론 산업의 발달에 따른 기술적 보완과 더불어 드론 활용의 안정성과 법제 마련은 향후 경찰 등 공공분야의 드론 활용도를 높이면서 치안정책에 변화를 가져올 것으로 예상되며, 본 연구에서는 제3차 4차산업혁명위원회 의결안건 제3호 “드론 산업 기반 구축 방안”을 토대로 드론 산업 육성정책이 치안분야에 어떻게 영향을 줄 것인지 그 변화요인에 대한 우선순위를 AHP 분석기법을 활용하여 도출하였다. 그 분석결과 치안정책 변화에 가장 큰 영향을 줄 것으로 예상되는 드론 산업 육성정책 영역은 안전한 운영환경 조성으로 나타났다. 또한 제2단계 하위 측정항목 중 통합 가중치가 가장 높게 나타난 것은 소형드론 안전관리이며, 상위 30%내 그 다음 순위를 살펴보면, 개인권리보호, 인증시험기반 구축, K-드론 시스템 개발·상용화·수출, 스마트 드론관리시스템 구축, 인력양성, 융합얼라이언스 구축 및 상용화 지원, 특별승인제 도입 등 규제완화, 그리고 마지막으로 공공수요 창출의 순으로 도출되었다.
