The Central Police Academy was established for the purpose of training field police officers in police organizations, and it makes it an educational goal for the field-centered, people-first police officers, trusted police officers who abide by laws and principles, and police with the right personality and sensibility. In order to achieve these education goals, the role of the Central Police Academy is very important because it needs to expand infrastructure to promote professional awareness from the curriculum and establish an education system where job training can be identified as a front-line field. Meanwhile, the president attended the 296th graduation ceremony of the Central Police Academy on August 23, 2019 and noted, "The public sector jobs in OECD nations account for 21.3% of the total employment, whereas our country lacks 9.0 % of the public service field police officers." He said, "The government will expand its manpower and budget to create an environment where we can focus on security work, and increase the number of police officers to 8,572 and 20,000 so far after the number of employees.“ Such an expansion in the size of employment will have to be connected to the development of a police organization while training professional police officers. Because even though job training at the Central Police Academy is an important period of determining success or failure in the career of a police officer, the need for research has been raised as research is not under way. Therefore, this study has the following objectives: First, Analysis of Perception on the curriculum of Central Police Academy, Second, Analysis of the perception of educational period in Central Police Academy, Third, through an analysis of the perception of the educational environment of the Central Police Academy, I would like to present the policy direction of the curriculum and the educational environment that can be trained as professional police officers along with the occupation view of the new police officer.

중앙경찰학교는 경찰조직의 현장경찰관 양성을 목적으로 설립되어, 현장 중심, 국민 우선의 경찰, 법과 원칙을 준수하는 믿음직한 경찰, 올바른 인성과 감성을 갖춘 경찰을 교육목표로 삼고 있다. 이와 같은 교육목표를 달성하기 위해서는 교육과정에서부터 직업의식을 고취할 수 있는 인프라를 확충하고, 교육현장이 일선현장과 동일시 될 수 있는 교육시스템을 구축하여야 하기에 중앙경찰학교의 역할이 매우 중요하다고 할 수 있다. 한편, 문재인 대통령은 2019년 8월 23일 중앙경찰학교 제296기 졸업식에 참석하여 “OECD회원국들의 공공부문 일자리가 전체 고용에서 차지하는 비중이 21.3%인데 비해, 우리나라는 9.0%로 대국민 서비스 현장 인력이 부족한 실정이다.”라고 언급하며, “정부는 인력과 예산을 확충해 치안 업무에 집중할 수 있는 환경을 만들어 갈 것이며, 우리 정부 출범 후 지금까지 경찰관 8,572명을 증가했고, 국민께 약속드린 대로 2 만 명까지 늘려갈 예정이다.”라고 축사에 갈음하였다. 이와 같은 채용규모의 확대는 전문적인 경찰공무원 양성과 동시에 경찰조직 발전으로 연결되어야 할 것이다. 왜냐하면, 중앙경찰학교의 직무교육이 경찰공무원 재직기간에 있어서 성패를 좌우할 수 있는 중요한 시기임에도 불구하고, 연구가 거의 이루어지지 않아 연구의 필요성이 제기되어 왔다. 따라서 이 연구에서는 다음과 같은 목적을 가지고 있다. 첫째, 중앙경찰학교 교육생의 교육과정에 대한 인식 분석, 둘째, 중앙경찰학교 교육생의 교육기간에 대한 인식 분석, 셋째, 중앙경찰학교 교육생의 교육환경에 대한 인식을 분석하여 신임순경 경찰공무원이 투철한 직업관과 함께 전문적인 경찰공무원으로 양성될 수 있는 교육과정 및 교육환경의 정책방향을 제시하고자 한다.
