The purpose of this study is to recognize the seriousness of social problems regarding online grooming sex crimes against children and adolescents, and to provide effective victim protection. To this end, the domestic and international previous research on online grooming sex crimes targeting children and adolescents is examined, and the current situation and cases of online grooming sex crimes in Korea are analyzed to suggest a better way of victim protection plans. First, the social safety net should be established through mutual cooperation between government, prosecutors, police investigation agencies, and all related organizations including local organizations and families. Second, a separate legal system should be established by making a strong regulatory system for active control and punishment on these crimes to prevent the recurrence of online grooming sex crimes against children and adolescents. Third, since online grooming sex crime mainly occurs in apps that are used by teenagers, it is necessary to have institutional regulatory devices such as inputting or disclosing minimum personal information about people who use chat and game apps. In addition, a method for continuous monitoring of related agencies should be prepared for apps designated as harmful media. Finally, a step-by-step education should be conducted to help children and adolescents recognize and identify online grooming sex crimes and what kind of action to take when they encounter dangerous situations online.

본 연구는 아동·청소년을 상대로 한 온라인 그루밍 성범죄에 대한 사회적 문제의 심각성을 인지하고, 이에 대한 효과적인 피해자 보호방안을 제시하고자 하였다. 이를 위해 아동과 청소년을 대상으로 한 온라인 그루밍 성범죄에 대한 국내·외 선행연구 동향을 살펴보고, 우리나라 온라인 그루밍 성범죄 실태 및 사례를 분석하여 피해자 보호방안을 제시하면 다음과 같다. 첫째, 정부 및 검찰, 경찰 등의 수사기관 그리고 지역단체 및 가정 등 모든 관련기관들의 유기적인 협력관계를 통한 사회안전망을 구축하여 범죄의 예방은 물론 범죄 발생 시 신속한 대처를 통해 범죄피해를 최소화해야 한다. 둘째, 아동과 청소년을 상대로 한 온라인 그루밍 성범죄의 재발방지와 강력한 규제를 위해 이를 적극적으로 단속하고 처벌 할 수 있는 별도의 법률적인 제도장치가 마련되어져야 한다. 셋째, 온라인 그루밍 성범죄가 주로 10대가 이용하고 있는 앱에서 발생하고 있는 만큼 채팅, 게임 앱 등을 이용하는 사람들에 대한 최소한의 신상정보를 필수로 입력하거나 공개하는 등의 제도적인 규제 장치가 필요하고, 유해매체로 지정된 앱에 대해서도 관련기관의 지속적인 모니터링을 할 수 있는 방안이 마련되어져야 한다. 마지막으로 아동과 청소년이 온라인 그루밍 성범죄를 인지하고 식별할 수 있는 단계별 교육과 실제 온라인상에서 위험한 상황에 접했을 때 어떻게 행동해야 하는지에 대한 기술습득 방법도 함께 이루어져야 할 것이다.
