This study analyzes the police's perception of corruption and integrity through the analysis of media reports, establishes the theoretical basis of public integrity as a virtue of police ethics, suggests integrity education for the establishment of integrity culture, and morality as an element for this. This was done to propose the use of Moral Competence Test made by G. Lind of Konstanz University. So this study examined previous studies on the concept, meaning, and importance of integrity, and focused on drawing implications for establishing police ethics. This study shows that the police's integrity, which has been analyzed through the press release analysis, still has many negative perceptions and needs to improve the integrity. Therefore, it is necessary for the police organization to conduct systematic integrity education on a firm theoretical basis for integrity and to measure it empirically. And it is required to measure the individual's integrity awareness and competency by applying the proposed morality measurement tool and to improve the awareness of integrity. Integrity is also a virtue required for personal ethics, but the organizational climate for it to be exercised as an organizational ethic must be established, which should be supported by the design, implementation, and evaluation of the effectiveness of systematic education programs. For improving the police ethics, this study proposes integrity education for this purpose and expects to continue empirical research by means of morality measurement tool. In concrete, the education should include cognitive contents of knowledge in the anti-corruption law and regulations, corruption cases, and way to resist the corruption. It also should contain affective contents of promoting the will to implement the ways of integrity and to resist the corruption.

본 연구는 언론보도의 분석을 통해 경찰의 부패 및 청렴도 인식을 분석하고, 경찰윤리의 덕목으로서 공직청렴의 이론적 기반을 구축하며, 청렴문화의 정착을 위해 독일의 콘스탄츠 대학 G. Lind 교수가 창안한 도덕판단역량측정도구(MCT)를 활용한 청렴교육을 제안하려는 목적으로 수행되었다. 이를 위해 청렴의 개념과 의미, 중요성 등에 대한 선행연구를 고찰하고, 경찰윤리를 정립하는 데 시사점을 도출하는 데 주안을 두었다. 본 연구는 언론보도 분석을 통해 나타난 경찰의 청렴도는 아직까지 부정적인 인식이 다수 나타나고 있으며, 청렴도 개선이 요구된다. 따라서 경찰조직은 청렴에 대한 확고한 이론적 기반 위에서 체계적인 청렴교육을 실시하고, 이를 실증적으로 측정할 필요가 있다. 청렴도는 개인윤리로서 요구되는 덕목이기도 하지만 조직의 윤리로서 그것이 발휘되기 위한 조직풍토가 정착되어야 하는데, 이는 규범적 강조가 아니라 체계적 교육프로그램의 설계와 시행, 효과성 평가가 뒷받침되어야 한다. 이를 위해 본 연구는 국민권익위원회 청렴교육원에서 시행하는 청렴교육프로그램 등 다양한 선행연구를 분석하여 경찰을 위한 청렴교육프로그램을 제안했는데, 여기에는 청렴에 관련된 다양한 법령과 사례 등 인지적 영역의 지식 교육이 필요하고, 더불어 실제 직무수행 과정에서 부패행위에 저항하고 청렴을 실천하기 위한 가치의 내면화 교육이 필요하다. 이를 위해서는 기존의 의무론적, 당위론적 교육에서 벗어나 가치과학적 방법을 적용하여 각 개인의 도덕성 판단력을 측정하고, 이를 향상시키기 위한 체계적인 교육이 필요하다. J. Rest, G. Lind 등 도덕성 관련 선행 연구자들이 정립한 도덕성측정도구는 개인의 청렴인식과 역량을 측정하고, 청렴도 인식을 향상하기 위한 교육적 처방을 구성하는데 적합하다. 본 연구는 경찰윤리로서 청렴문화를 정착하기 위한 교육프로그램 구성을 위해 G. Lind의 도덕판단역량측정도구의 알고리즘 적용을 제안했다.
