This study analyzes the difference of sharing economy between Seoul and Gyeonggi provinces and suggests how to play a role for provinces from the perspectives of enhancing administrative and utility basis when they adopt related policies. The research method was mainly dependent on literature review and secondary data analysis, and interviews were conducted. The results of analyzing the difference of sharing economy between Seoul and Gyeonggi Province are as follows. The role of the future of the metropolitan city is as follows: 1) The business of the sharing economy should be prioritized to provide material service that conceptually improves the convenience of residents. 2) The profitable sector allows a company or organization to enter in first rather than a public sector. 3) It is necessary for metropolitan cities to build a foundation of trust through efforts such as the enactment of ordinances and the provision of support projects for autonomous districts. 4) Based on the same platform as the shared hub, it is necessary to operate a site that exchanges information and services and makes participants to learn about the sharing economy. The future role of the provinces should be 1) to support sharing economy services for areas that are difficult for basic municipalities to access. 2) If the province wants to spread the sharing economy services pursued by itself to municipalities, the cooperative relationship between them should be established first. 3) If the services are linked to the fourth industrial revolution or SME support and prolonged performance may occur, it is necessary to analyze carefully whether the services can be regionally specialized.

본 연구는 서울시와 경기도의 공유경제의 차이점을 행정적 기반과 후생증진 기반의 차 원에서 분석하여 향후 광역지자체들이 공유경제 정책을 도입할 때 지자체의 형태에 따라 어떠한 역할을 하여야 하는지 그 방안을 제시하는 것이다. 연구의 방법은 문헌연구 및 2 차 자료분석에 주로 의존하였으며, 인터뷰도 실시하였다. 서울시와 경기도의 차이를 비교 한 결과에 따른 제언은 다음과 같다. 광역시의 미래 역할은 1) 공유경제의 사업은 개념적 으로 주민편의를 향상시키는 물질적인 서비스를 제공하는데 우선순위가 놓여야 한다. 2) 수익성 있는 영역은 공공부문이 진출하기보다는 공유기업이나 단체가 진출하도록 한다. 3) 광역시는 자치구가 동참할 수 있는 조례의 제정이나 지원사업의 제공 등의 노력을 통 하여 신뢰의 기반을 쌓는 것이 필요하다. 4) 공유허브와 같은 플랫폼을 기반으로 공유경 제에 대한 정보교류와 참여·학습 및 서비스 교환이 이루어지는 사이트의 운영이 필요하 다. 도의 미래 역할은 1) 기초자치단체가 접근하기 어려운 영역에 대한 공유경제 서비스 지원을 하여야 한다. 2) 시·군에 도가 추구하는 공유경제 서비스를 확산하고자 하는 경우, 도와 시·군의 협력적 관계를 먼저 구축하여야 한다. 3) 미래 4차 산업이나 대규모의 중소 기업 지원과 연결되는 사업일 경우 성과창출이 장기화 되거나, 도지사의 성향에 따라 사 업의 성격이 바뀌는 경우가 발생할 수 있어 사업의 특성화와 지속가능성을 확보하는 것 이 필요하다.
