The purpose of this study is to clarify the ways in which the ruling forces that have exercised political, economic and social influence in the Daegu Metropolitan City have been formed and changed since 1948, when the modern nation was established. By identifying so, it seeks the historical origins of local politics and the so called‘TK’political groups, and thus demonstrates the reality of regional politics and local power structures. The early local ruling forces in the Daegu Metropolitan City were structured by the occupation of power of the coterie who went to Japan and Seoul to study and occupied the important position of the local government by the US Military at the time of liberation. And they have risen to dominance by linking with the US military and strengthened their influence by being directly linked to the rise of the Syngman Rhee regime. Those who occupied power gradually expanded their dominance in each area. And after 5.16 coup, they recuited new memrers and became “persistent undertow”exercising their political authority in the community. It is empirically proven that the ruling forces of the region are being recruited from the political elites. Their ideological orientations tend to be conservative in general, but they tend to be progressive in the period of political change. However, since 1988, they have been changed into supporting the political elites related conservative party, Democratic Justice Party and have remained almost unchanged in the process of reorganizing themselves. Therefore, it can be seen that the recruitment to political elites is ultimately dependent on the influence of specific political parties and specific personnel. Personal resources such as property also serve as positive factors.

이 연구는 근대 국가가 수립된 1948년부터 현재까지 대구광역시 지역에서 정치·경제· 사회적 영향력을 행사해 온 지배세력이 어떤 경로를 거쳐 형성되고 변화해 왔는가를 규 명함으로써 지역 정치 및 소위 ‘TK' 로 명명되는 정치인 집단에 대한 역사적 기원을 찾 고 이를 통해 지역 정치와 지역 권력구조의 실체를 실증하려고 한다. 대구 지역의 초기 지배세력은 해방 당시 미군정에 의해 지방 정부의 중요한 위치를 점유하게 된 일본 및 서울 유학파들의 권력점유에 의해 구조화 되었다. 그리고 이들은 미군정과의 연계에 의 해 지배적 위치로 상승했고 이승만 정권의 등장에 직접 연계됨으로써 영향력을 강화했으 며 점차 각 영역으로 지배권력을 확대했다. 그리고 5.16 쿠데타 이후 여기에 새로운 인물 들이 충원되고, 이렇게 형성된 지배세력이 ‘집요한 저류’가 되어 영향력을 행사하고 있음 이 경험적으로 밝혀지고 있다. 이들의 이념지향은 대체적으로 보수적 성향을 보이지만 정치변동기에는 진보적 성향이 일부 노정되기도 했다. 그렇지만 1988년 실시된 제13대 국회의원 선거 이후 지역의 지배세력은 보수 정당과 연계된 정치엘리트들이 주류를 이루 고 있으며 이는 이후 보수정당이 이합·집산하는 과정에서도 거의 변함없이 유지되어 오 고 있다. 따라서 지역 지배세력의 충원은 궁극적으로 특정 정당, 특정 인사의 영향력에 좌우되고 있음을 볼 수 있다. 재산·문중과 같은 개인적 자원도 중요한 요인 중 하나로 작용한다.
