The purpose of this study is to suggest ways to enhance partnership and cooperation between universities and local governments to revitalize the whole country based on the activation of the local community. The goal of the plan is to revitalize the local economy and create jobs through it. Specifically, I will focus on improving the competitiveness of SMEs, which have the greatest impact on the economy and job creation of local communities. The purpose of this study is to provide a conceptual definition to understand the partnership and cooperation between universities and local governments and their organizations. Also, this conceptual definition is used to examine prior research on the cooperation between universities and local governments, both at home and abroad. The following briefly analyzes the current status of Korean universities. This is because understanding the current status of universities in Korea will help to measure the impact of actual universities on the region and to examine various ways of future university influence on the region and cooperation and linkage. Based on the previous studies and the current state of universities, we conducted qualitative research in the next step. The interviews were conducted by sampling the officials of universities and municipalities. Through these interviews, I would like to grasp diverse opinions and problems about cooperation and linkage between universities and local governments. In conclusion, we hope to contribute to the development of win-win cooperation between Korean universities and universities in Korea by suggesting ways of linking cooperation between Korean universities and general local governments.

본 연구는 지역사회의 활성화를 바탕으로 국가 전체에 활력을 일으킬 수 있는 대학과 지방자치단체의 연계 및 협력강화 방안을 제시하는 것을 목적으로 하고 있다. 그리고 그 방안의 궁극적 목표는 지역경제의 활성화와 이를 통한 일자리 창출이라 할 수 있는데, 그 방법론으로 지역사회의 경제와 고용창출에 가장 큰 영향을 미치고 있는 중소기업의 경쟁력 향상을 염두에 두고 있다. 본 연구는 대학과 지방자치단체 및 이들의 연계‧협력에 대한 이해를 위해 개념적 정의를 먼저 실시하였으며, 이러한 개념적 정의를 통해 대학과 지방자치단체의 협력에 대한 선행 연구들을 국내‧외에서 찾아 검토하였다. 다음으로 우리나라 대학의 현황을 간략하게 분석함으로써 현황 진단을 통해 실제 대학들이 지역에 미칠 수 있는 영향의 정도를 가늠하고 이를 통해 향후 대학이 지역에 미치는 영향과 협력‧연계들에 대한 다양한 방안을 검토하는 데 도움을 주고자 하였다. 아울러 다음 단계에서는 정성조사 차원에서 대학과 지방자치단체의 관계자들을 샘플링(sampling)하여 인터뷰를 진행하였다. 이러한 인터뷰를 통해 대학과 지방자치단체의 연계‧협력에 대한 다양한 의견을 수렴하고 개선점들을 파악하고자 하였다. 본 연구에서 제시된 우리나라 대학과 일반 지방자치단체 간 연계협력 방안이 차후 우리나라 대학과 대학이 위치한 지역의 상생협력 발전에 기여하기를 기대한다.
