Today, our society is raising awareness of the importance and importance of civil safety due to the development of economic and civil consciousness as well as the occurrence of large-scale natural disasters and various human and social disasters. Therefore, protection of people's lives and property is emerging as one of the important policy tasks in central and local governments. Local governments are also faced with the point of eliminating the anxiety factors of living through communication with citizens and establishing policies for creating a natural and living environment. The purpose of this study is to investigate the causes of the increasing vulnerability of disasters and safety, and to suggest the appropriate disaster and safety capability reinforcement plan for the region. Therefore, we analyze the current situation and sectoral safety management and safety conditions for disaster management in Daegu Metropolitan City. The current status of disaster and safety management and the analysis of safety management conditions in each sector are analyzed in Daegu Metropolitan City and the measures to strengthen disaster capacity considering the characteristics of local government are as follows. First, a safe living place should be established through the early detection system of risk factors. Second, practical safety systems should be operated by improving the capacity of field response. Third, support for the vulnerable class is necessary to realize safety and welfare. Fourth, it is necessary to establish and revitalize a safety community that can expand citizen participation in local communities. Finally, it is necessary to establish a safety culture through the living safety culture movement.

현재 우리 사회는 대규모 자연재난과 각종 인적·사회적 재난의 발생뿐만 아니라 경제수준 및 시민의식의 향상 등으로 시민들의 안전에 대한 관심과 중요성 인식은 높아지고 있다. 이에 국민의 생명 재산의 보호가 중앙정부 및 지방정부에서 중요한 정책과제의 하나로 대두되고 있다. 지방정부 차원에서도 시민과의 소통을 통하여 시민생활의 불안요인을 제거하고, 지속가능한 자연 및 생활환경 조성을 위한 정책을 수립해 나가야 하는 시점에 직면하고 있다. 이에 본 연구는 재난 및 안전의 취약성이 오히려 확대되고 있는 원인을 살펴보고 지역에 적합한 재난 및 안전 역량 강화방안을 제시하고자 하였다. 이를 위해 대구광역시의 재난 및 안전관리에 대한 현황과 분야별 안전관리 여건을 분석하였다. 대구광역시의 재난 및 안전관리에 대한 현황과 분야별 안전관리 여건을 분석하여 지방정부의 특성을 고려한 재난 역량 강화방안은 다음과 같다. 첫째, 위험요소의 조기발견 시스템을 통한 안전한 생활터가 조성되어야 한다. 둘째, 현장대응능력 향상을 통한 실질적인 안전시스템의 운영이 필요하다. 셋째, 안전복지를 실현하기 위한 안전취약계층에 대한 지원이 요구된다. 넷째, 시민참여를 확대할 수 있는 지역사회 안전공동체 구축과 활성화가 필요하다. 끝으로, 생활안전문화 운동의 전개를 통한 안전문화의 정착이 필요하다.
