There are various causes of repeated offenders, including personal (psychological), family, and social factors. Among them, social coldness, discrimination, and normal return to society for only one reason for being convicted after being released from prisoners. Restrictions on opportunities have a very negative effect on successful return to society. In particular, restricting and blocking employment for prisoners who do not have a well-established basis of personal support to settle in society after leaving the prison is forced to fall into the temptation of crime again. In order to solve these problems, the Correctional Headquarters enacted the Guidelines for Employment and Entrepreneurship Support Services in 2009, and has been operating a more systematic and practical job placement system for prospective prisoners since 2010. However, this period is only a few years later, it can be seen that it is still at the stage of laying the foundation, so that the problems and problems are inevitable. Therefore, this study first examines job placement programs for prisoners in North Europe, the United States, and Japan, and based on a survey of potential prisoners with less than three months remaining in prison, they are able to successfully return them to society. I would like to derive an efficient job placement plan. Above all, the employment support council of volunteers who participated in the correctional administration as volunteers visited the correctional facilities and experienced the successful employment of the prisoners based on the fact that they had directly experienced through education, counseling and job placement related to the prospective prisoners. I would like to suggest a job placement plan for reinstatement.

출소자가 반복해서 범죄행위를 하는 원인으로는 개인적(심리적)·가정적·사회적 요인과 같은 다양한 요인이 있지만, 그 중에서도 수형자가 출소한 이후 접하게 되는 전과자라는 이유 하나만으로 받는 사회적 냉대와 차별, 정상적인 사회복귀 기회의 제한 등은 성공적으로 사회에 복귀하는데 매우 부정적인 영향을 미친다. 특히 출소한 후에 사회에 정착할 수 있는 개인적인 지지기반이 제대로 조성되어 있지 못한 출소자에 대한 취업의 제한과 차단은 이들이 또 다시 범죄의 유혹에 빠져들게 할 수밖에 없다. 이러한 문제점을 해결하기 위해 교정본부에서는 2009년에 “수형자 취업 및 창업지원업무 지침”을 제정하여 2010년부터 전국의 모든 교정시설에서 출소예정자를 위한 보다 체계적이고 실질적인 취업알선 제도를 운영해오고 있다. 하지만 이러한 기간이 불과 몇 년 지나지 않아 아직까지도 기초를 다지는 단계에 있다고 볼 수 있어, 미비한 점과 문제점이 내제될 수밖에 없는 실정이다. 이에 본 연구는 먼저 북유럽과 미국, 일본 등에서 실시하는 수형자를 위한 취업알선프로그램을 살펴보고, 잔여형기 3개월 미만인 출소예정자를 대상으로 실시한 설문조사를 토대로 이들을 성공적으로 사회에 복귀시킬 수 있는 보다 실질적이고 효율적인 취업알선 방안을 도출해보고자 한다. 무엇보다도 자원봉사자로서 교정행정에 참여하는 취업지원협의회 취업위원이 교정시설을 방문하여 출소예정자를 대상으로 실시한 취업알선 관련 교육과 상담 및 취업알선 등을 통해 직접 경험한 사실을 바탕으로 출소자의 성공적인 사회복귀를 위한 취업알선 방안을 제시하고자 한다.
