The purpose of t h is s tudy i s to examine wh eth er social capital can better explain the perception of opinion climate and willingness to express opinions. And we analyzed whether or not social capital factors(trust, neighborliness, civic engagement), perception of opinion climate, and willingness to express opinions will influence on political participation. We also examined how these relationships vary according to perceived situations of opinion climate(majority-half-minority). As a result of the study, social capital does not give much help to the perception of opinion climate, but has a considerable influence on willingness to express opinions, political participation. Willingness to express opinions is an important factor in predicting individual political participation. The influence of social capital on opinion expression and political participation varies according to perceived conditions of opinion climate(majority-half-minority). In a situation where their opinions are perceived as a minority, social capital exerts influence to express opinions. However, in the political participation, the influence of social capital was more influential in the situation where the opinions of the majority were perceived.

본 연구는 사회자본이 의견분위기 지각과 의견표명 의사를 좀 더 잘 설명 할 수 있는지, 아울러 사회자본 요소들(지역민에 대한 신뢰, 이웃과의 친밀도, 시민참여의식)과 의견분위기 지각, 의견표명 의사가 정치참여 의사에 영향을 미치는 지를 분석하였다. 또한 이러한 관계들이 지각된 의견분위기 상황(다수 -반반-소수)에 따라 어떻게 달라지는지를 검토하였다. 연구 결과 사회자본은 의견분위기 지각에 별다른 도움을 주지 못하지만 의견을 표명하고, 정치참여 에는 적지 않은 영향을 미친다. 의견표명 의사는 개인의 정치참여를 예측할 수 있는 중요한 요인이었다. 지각된 의견분위기는 의견표명이나 정치참여에 직접적인 영향 보다는 지각된 의견분위기 상황(다수-반반-소수)에 따라 간접 적으로 영향을 미친다. 지각된 의견분위기 상황에 따라 사회자본이 의견표명 과 정치참여에 미치는 영향력이 달라진다. 자신의 의견이 소수로 지각되는 상 황에서 사회자본은 의견을 표명하도록 영향력을 행사한다. 그러나 정치참여 에 있어서는 자신의 의견이 다수로 지각되는 상황에서 사회자본의 영향력이 크게 작용하였다.
