This study examined how the government rescued the poor who were exposed to the difficulties of survival including poverty in the Joseon Dynasty. The data of the analysis are the records of the Joseon Dynasty Annals(The Joseon wangjo sillok : The Veritable Records of the Joseon Dynasty). The framework of analysis was based on the policy analysis framework of Gilbert and Terrell. In the framework of ‘eligibility qualification’, social protection begins with the most urgent category of old widower, old widow, orphan, and the aged without children. It is also expanding to people with disabilities, spinster, victims of natural disasters, war and famine. In the ‘payroll and service’ analysis framework, it was paid rice, soybeans, cotton fabrics etc., which are the representative goods with standardized exchange value. In the analysis framework of the ‘delivery system’, the central administrative organization is the main focus, and especially the ‘Hojo’ and ‘Yeso’. The local delivery organization is designated as the local administrative director In the analysis framework of the ‘finance’, finance was provided at the national level The protection and relief at the national and community level of the social underprivileged is a universal historical phenomenon. The records of various poverty relief policies that can be demonstrated in the national records of Joseon Dynasty were found and analyzed as an analysis framework of social welfare policy. This will be a social welfare policy and theoretical significance as a starting point for expanding the horizon of Korean social welfare history.

조선 영·정조 시대(1724-1800)에는 빈곤을 비롯한 생존의 어려움에 노출된 빈민에 대한 구제에 대해 서 국가 수준에서 어떻게 논의하고 실제로 집행하였는가를 조선왕조실록을 중심으로 하여 살펴보았다. 분석의 틀은 길버트와 테렐의 정책 분석틀에 의거하였다. ‘수급자격’의 분석틀에서는, 사회적 보호가 가장 시급한 환과고독의 범주에서 시작하여 자연재해와 전쟁 및 기근으로 발생한 긴급구호대상자와 장애인 및 노처녀 등으로 범위가 확장되고 있다. ‘급여와 서비스’ 의 분석틀에서는 지급된 급여의 내용은 현물급여가 가장 많으나, 교환가치가 표준화된 대표재화인 쌀과 콩, 면포 등을 지급하였다.‘전달체계’의 분석틀에서 살펴보면, 중앙의 행정조직을 필두로 하여 오부 특히 ‘호조’와 ‘예조’를 중심으로 하고 있으며, 지방의 전달조직으로는 각도의 관찰사를 지정하고 있었다. ‘재 정’의 분석틀에서 살펴보면 국가 수준에서 재정을 담당하였다. 사회적 약자에 대한 국가와 공동체 차원에서의 보호와 구제는 보편적인 역사 현상이다. 조선의 국가기록 물에서 실증할 수 있는 각종 구빈정책에 대한 기록을 찾아내어 사회복지 정책의 분석틀로서 분석하였다. 이는 한국의 사회복지역사의 지평을 확대하는 단초로서 사회복지 정책적, 이론적 의의가 있을 것이다.
