The study is based on the question of why the nation's adoption agencies were established to adopt mixed-race children abroad and why it maintains its organization even though there have been no more mixed-race children since then. According to the analysis, the goal of the adoption agency, founded by the public and private, was to adopt children of mixed blood overseas. However, it could be seen that the adoption of the children of single mothers occurred after mixed-race children and later changed to caring for disabled children. Currently, the government is seeking to diversify its social welfare programs with a focus on community welfare. However, we could see that the infants were at the center of the establishment.

본 연구는 우리나라 입양기관은 혼혈아동을 해외에 입양하기 위해서 설립되었고, 이후 더 이상 혼혈아동 이 발생하지 않았음에도 왜 조직을 유지 존속시키고 있는가에 대한 질문의 답을 찾는 것에 있다. 분석 결과 공공과 민간에서 설립한 입양기관의 조직 운영 목표는 혼혈아동의 해외 입양이었다. 그러나 혼혈아 동 이후에는 미혼모에 의해서 발생한 버려진 아동의 입양이었고 이후에는 장애아동에 대한 돌봄으로 변 화되었음을 알 수 있었다. 현재는 지역사회복지에 초점을 두고 사회복지사업을 다각화를 추구하고 있다. 하지만 설립의 초기 모습인 아동을 그 중심에 두고 있음을 알 수 있었다.
