The function of the broadcasting media lies in the right to know in three aspects of information, values and symbols and the fulfillment of leisure rights related to emotional fulfillment. But korean correction regime deeply influenced by special penal servitude relation prison culture has strengthened nationalist correction due to conservative anti-communist of authoritarian regimes after liberation. Therefore, security nationalism has been deeply inherent in act of administration and treatment of correctional institutions inmates including corrective broadcasting regulations. Korean corrective broadcasting service consist only of excessive public advertisement, general culture, learning supplement education, entertainment and prison inmates have been forced into a hidden symbol of public advertisement. corrective broadcasting has also led to the de-politization of the inmates, the de-democratization of the inmates and emotional colonization of the inmates due to reasons where the right to know and symbol has not been internalized. Therefore, they have been under mental control without even realizing it in addition to physical control. In addition, these limited corrective broadcasting was used not as a basic right but as a means of dealing with security purposes and there have been many problems, including infringement of the right to know and so on in corrective human right. These problems of corrective broadcasting go against the second rehabilitation to the society and the formation of democratic public opinion, which is the ideology of administration and treatment of correctional institutions inmates act and broadcasting law. But existing studies of corrective broadcasting has a interdisciplinary limitation including political socialization and so on as they approaches only from the legal side as emotional side. Therefore, I showed my original improvement devices of it after describing problems of corrective broadcasting from the ideological, legal, administrative, program point of view through interdisciplinary approach.

방송미디어의 기능은 정보(지식), 가치(다양성), 상징의 본질이라는 3가지 측면에서의 알 권리와 정서적 충족과 관련된 문화적 여가권의 충족에 있다. 그런데 특별권력관계적인 감옥문화의 깊은 경험을 가진 한국의 교정레짐은 해방 이후 권위주의 정권의 보수주의적 반공주의의 영향으로 보안사상을 절대시하여 국가주의적 교정은 강화되어 왔다. 그 결과 형 집행법령에는 보안주의적 국가주의가 깊이 배태되어 있고 “교화방송”을 규정한 조항도 마찬가지이다. 우리나라의 교화방송은 지나친 공익광고, 일반교양과 학습보충교육, 오락프로로만 이루어져 수용자들은 정서적 측면에서는 많은 도움을 받지만 공익광고의 숨겨진 상징을 강요받는 사실자체도 모른 채 부드럽게 강요받게 되었다. 또한 “가치”와 “상징”에 대한 알 권리가 내면화되지 못해 교화방송은 수용자들을 탈정치사회화와 우민화 및 정서적 식민지화를 초래한 면도 있다. 특히 대부분의 수용자들은 이러한 교화방송의 역기능에 대한 인식도 없다. 수용자들은 신체통제 외에 자신들도 모르게 자연스러운 방법으로 정신적 통제까지 되었다. 특히 이러한 제한적인 교화방송의 이용도 수용자의 기본권적 차원이 아닌 보안목적 등을 위한 처우의 수단으로 활용되면서 알 권리의 침해 등 여러 문제점이 노정되어 왔다. 이는 형 집행법의 이념인 민주시민으로의 건전한 사회복귀는 물론 방송법의 이념인 민주적 여론문화의 형성에도 저촉된다. 그럼에도 선행연구들은 교화방송에 관한 연구에서 정서적 측면 또는 법적 측면에서만 접근하여 정치사회화 등 다양한 학제적 한계를 보이고 있어 본 논문에서는 교화방송의 문제점을 이념적, 법적, 행정적, 프로그램적 측면에서 학제적 접근으로 운론하여 개선방안을 독창적으로 제시하였다.
