This study compares the environmental regulation policies and the automobile industry representing the two countries between Korea and Japan for the post - 2020 Climate Change Regime. As a result, the major differences between the Korea and Japan environmental regulatory policies are the differences in policy introduction process, the difference in policy implementation, and the difference in policy personality. n the case of Korea, the counterpart industry is regulated by excessive regulatory policy and confronts government policy. On the other hand, in the case of Japan, policies are being implemented in order to provide an environment where companies can voluntarily achieve their own goals. Therefore, in the process of introducing laws and systems, a social consensus system is required through mandatory process of collecting opinions with stakeholders. It is necessary to adopt a policy that considers the competitiveness of major industries by positively implementing support and mitigation policies instead of regulation.

본 연구는 신기후변화체제에 대한 구체적인 산업별 대응 방안을 구축하기 위해, 문헌연구 방법을 중심으로 한·일 간의 환경규제정책과 양국을 대표하는 자동차산업을 연구 대상으로 비교하였다. 결과적으로 한·일 간 환경규제정책의 큰 차이점 은 첫째, 정책 도입 과정의 차이점, 둘째, 정책 수행의 차이점, 셋째, 정책 성격의 차이점에 있으며, 이에 대응하는 산업계 역시 한국은 과도한 규제정책으로 규정하고 정부정책과 대립하는 측면이 있으며, 일본의 경우 업계의 자발적인 참여를 중심으로 기업이 스스로 자율적인 목표 달성을 추진할 수 있는 환경을 갖추는 방향으로 정책이 수행되고 있다는 차이점을 볼 수 있다. 이에 향후 법 및 제도의 도입 과정에 있어 이해관계자와의 의견수렴 과정의 의무화를 통한 사회적 합의제도가 필요하며, 규제 일변도가 아닌 지원 및 완화 정책을 적극적으로 수행하여 주요 산업의 경쟁력을 고려한 정책이 필요함을 제언한다.
