On April 16, 2014, it was pointed out that the information delivery system between Jeju VTS operated by the Ministry of Oceans and Fisheries and the Jindo Coastal VTS operated by the Korea Coast Guard was insufficient at the time of the accident. Then, on November 19, 2014, the VTS services was unified with the Korea Coast Guard. However, the affiliation of VTS employees is biased into the Korea Coast Guard and the Ministry of Oceans and Fisheries, which are physically integrated, but problems are found internally. The purpose of this paper is to analyze the problems related to the operation of the marine traffic control organization and to suggest some improvements. To this end, we investigated the status of related laws, administrative regulations, and the status and status of current VTS personnel, which are the basis of the VTS services. We surveyed the opinions of employees related to VTS operation through questionnaires and analyzed the problems through overseas cases. Respectively. The problems caused by the dualization of the VTS staff are due to ① insufficient interconnection of establishment and implementation of VTS policy ② difficulty in maintaining a consistent workforce ③ a positive role as a marine police VTS ④ lowered morale of employees. Therefore, in view of the case of developed countries and changes in the international gaze on the functions of maritime traffic control, it is necessary to unify the maritime police department to actively prevent accidents and respond to incidents with the power of the field.

2014년 4월 16일 여객선 세월호 사고 당시 해양수산부에서 운영하던 제주 VTS와 해양경찰청에서 운영하던 진도연안 VTS 간 정보전달 체계가 미흡했다는 지적에 따 라 VTS 업무를 해양경찰청으로 일원화하여 2014년 11월 19일부로 통합·운영 중이다. 하지만 VTS 직원들의 소속은 해양경찰청과 해양수산부로 이원화되어 있어 물리적으 로는 통합되어 있지만, 내부적으로 문제점이 발견되고 있다. 본 논문의 목적은 현 해 상교통관제 조직 운영과 관련된 문제점을 분석하고 이에 대한 개선사항에 대하여 제 시하는 것이다. 이를 위해 VTS 업무의 근거가 되는 관련 법령 및 행정규칙과 현 VTS 인력의 소속, 신분 등의 현황을 조사하였으며, 설문조사를 통해 VTS 운영과 관 련된 직원들의 의견을 살펴보고, 해외 사례를 통해 문제점을 분석 하였다. VTS 직원 의 소속 이원화로 인한 문제점은 ① VTS 정책의 수립과 시행의 연계성 미흡, ② 일 관성 있는 인력 관리 곤란, ③ 해양경찰 VTS로서의 긍정적인 역할에 한계로 작용, ④ 직원들의 사기 저하로 나타났다. 따라서 선진국의 사례, 해상교통관제의 기능에 대한 국제적인 시선의 변화 등을 볼 때 현장의 세력을 가지고 사고 예방과 사고 대응을 적극적으로 할 수 있는 해양경찰청으로 소속의 일원화가 이루어져야 할 것이다.
