Recently a lot of studies have been conducted to examine PTSD and mental health problems of coast guards, police officers, and fire-fighters in Korea due to assigned tasks, and to improve the given challenges. Even though there have already had some programs for officials’ mental health care in Korea Coast Guard, it turns out that there are lower rates of voluntary participation in the mental health care programs and recognition of why those programs are required. As the situation in which workers of Coast Guard face is considered, the system to manage and help their mental health care should be improved. This is because mental problems and difficulties which the officials suffer from can cause lower performance abilities in work and lead to difficulties in focusing on the assigned tasks. The study aims to suggest improvement in mental health care system for Korean coast guards. This study examined the supporting systems in Korea Coast Guard, reviewed the preceding mental health care systems for police officers and fire-fighters, and then suggested how to improve the system for Korean coast guards’ mental health care. The suggestions are to establish an organization exclusively responsible for mental health care, to hire those exclusively responsible for that work, to develop their own programs and manuals and to inform the needs of education and information for the officials to improve their perception on the mental health care. Although the study as literature review has a limit, it can be said to be meaningful to examine the conditions of Korea Coast Guard officials’ mental health care system and to suggest advice on required policies.

최근 해양경찰·경찰·소방공무원의 직무특성상 발생하는 외상후 스트레스장애 (PTSD) 및 정신건강의 문제점을 파악하고 증진하기 위한 다수의 연구들이 진행되고 있다. 해양경찰은 외상사건에 대한 잦은 노출과 높은 직무스트레스를 경험하고 있으 므로 경찰·소방 등과 유사한 직업적 특성을 가진다 할 수 있다. 따라서 해양경찰공무 원은 우울증, PTSD 등 정신건강 질환을 초래할 가능성이 높은 직군이라 할 수 있다. 현재 해양경찰공무원의 정신건강을 위한 제도 및 프로그램을 마련하여 실시하고 있으나, 프로그램의 참여도가 낮고 정신건강 개선에 대한 자발적인 인식이 부족한 것으로 나타나고 있다. 해양경찰공무원의 정신건강 문제점들은 직무수행 과정에서 부정적인 영향으로 작용하게 되어 업무저하 및 집중의 어려움이 발생할 수 있으므로 해양경찰공무원의 정신건강을 위한 제도개선이 요구된다. 이 연구는 해양경찰공무원의 정신건강 증진을 위한 정책방안을 제시하고자 함을 그 목적으로 한다. 해양경찰공무원의 정신건강 지원을 위한 현황을 파악하고, 해양경 찰 보다 앞서 정신건강 증진을 위한 지원제도를 실시하고 있는 경찰공무원·소방공무 원의 제도현황을 살펴봄으로써 해양경찰공무원의 정신건강 증진을 위해 나아가야 할 방향에 대해 고찰하였다. 개선방안으로는 첫째, 전담조직이 편성되어야 한다. 둘째, 전담인력이 확보되어야 한다. 셋째, 해양경찰 자체 프로그램 및 매뉴얼 개발이 필요하다. 넷째, 해양경찰 인 식개선을 위한 교육 및 홍보의 필요성을 제시하였다. 이 연구는 문헌연구로써 연구 의 한계가 존재하나, 해양경찰공무원의 정신건강 지원 현황을 살펴보고 정책적 제언 을 도출하였다는 점에 연구의 의의가 있다
