In recent years, the number of romance scam is increasing rapidly in Korea. Romance scam is one of the online fraud methods, which mostly takes place in the cyber space, such as SNS, e-mail, and dating application, etc. The perpetrators attempt to build confidence by misrepresenting their power, wealth, and appearance, Finally, the fraudster asks money from the victim and then simply disappear after receiving money. While the scale of the crime has increased exponentially year by year, there were very few studies on romance scam in Korea. Therefore, this study is the first academic paper on romance scam in Korea, which endeavors to examine the current status of the scam by country. Moreover, the present study utilizes crime script analysis technique to investigate the method of the scam and to prepare effective countermeasures for the crime. As a result of the analysis, the types of romance scam crime script were classified into three types, such as ‘wealthy-man type', 'foreign-soldier type' and 'asking to pay customs fees type'. In order to prevent romance scams and to create effective countermeasures, the police should collect and analyze the ever-evolving romance scam scenarios and publicize the cases to the people so that the public can preemptively respond to the new scenarios. The people should remind themselves to be alert to prevent damages of the romance scams. Moreover, in order to prevent the victims of romance scams from hesitating to report their damages, cooperation between government agencies and civilian organizations should be strengthened. In particular, various publicity measures and media that can maximize the effects of mass communication and advertisement are crucial to prevent romance scam effectively. Finally, legislative proposals to strengthen criminal sanction and policy enforcement procedures are needed to prevent access to criminal means preemptively. It is expected that those measures will work effectively to counter the serious losses of romance scam.

최근 우리나라에도 로맨스 스캠(Romance Scam)의 피해자들이 급증하고 있다. 로 맨스 스캠은 로맨스(Romance)와 신용사기를 의미하는 스캠(Scam)의 합성어로, SNS 및 이메일 등 온라인상으로 접근하여 호감을 표시한 뒤 재력, 외모 등으로 신뢰를 형성한 후 각종 이유로 금전을 요구하는 등 상대방의 호감을 얻어 마음을 흔들어 놓 고 사기를 치는 방법을 말한다. 위 범죄의 피해규모가 해마다 기하급수적으로 증가하는 반면 아직까지 국내에서 는 로맨스 스캠 범죄에 대한 본격적인 연구가 이루어지지 않고 있다. 따라서 본 연 구는 로맨스 스캠 범죄에 대한 국내 최초의 논문으로서 로맨스 스캠 범죄의 국가별 현황을 살펴보고, 범죄 스크립트 분석기법을 이용하여 범죄수법 분석과 로맨스 스캠 범죄 예방 및 대응책을 마련해 보고자 한다. 분석 결과, 로맨스 스캠의 범죄 스크립트 유형이 ‘재력가형’, ‘군인사칭형’, ‘통관비 용 대납형’ 등 크게 세 가지로 분류되었다. 로맨스 스캠 범죄를 예방하고 효과적인 대응책을 마련하기 위해서는 끊임없이 진화하는 로맨스 스캠 시나리오를 수집・분석 하여 새로운 시나리오에 선제적으로 대응할 수 있도록 하여야 한다. 또한, 수집된 사 례를 공개하여 로맨스 스캠 범죄의 심각성과 피해예방을 위한 경각심을 일깨우고 로 맨스 스캠 피해자가 피해신고를 망설이는 일이 발생하지 않도록 정부기관간 공조, 민 간기구와의 협조를 강화해야한다. 마지막으로, 범죄수단 차단 및 정책강화 측면에서 SNS 허위계정 단속 및 회원가 입 실명확인 절차를 강화하는 입법안을 마련하여 범죄수단에 대한 접근을 사전에 차 단하고, 로맨스 스캠 범죄 처벌 강화를 위한 전기통신금융사기에 관한 법률 개정안을 마련한다면 날로 증가하는 로맨스 스캠 범죄에 대한 예방 효과가 나타날 것으로 기대된다.
