The purpose of this study is to analyze the operational status and connectivity of the NCS application criteria that is used in qualification and education and training, and to draw out the connecting strategy. The NCS application criteria refer to the guidelines for making questions, the standard for course based qualification, work-learning certification standard, NCS-based training standard, and the guidelines for 2015 revised curriculum special course Ⅱ practice subjects. The detailed objectives of the study are as follows: First, e review the previous researches related to the NCS application standard, Second, the operational status and connectivity of the NCS application criteria is analyzed based on the prior research related to the NCS application criteria. Third, connecting strategy between the NCS application criteria is analyzed. In order to achieve the purpose of the research, literature study, contents analysis, development study and feasibility study were conducted. The following results were obtained. First, as a result of analyzing the actual condition of NCS application criteria, it is possible to connect with using NCS competency unit in guidelines for making questions, the standard for course based qualification, work-learning certification standard, NCS-based training standard, and the guidelines for 2015 revised curriculum special course Ⅱ practice subject. Second, in order to connect the diverse NCS application criteria, it was possible to draw up an improvement plan for examination, related forms and laws. Third, it was possible to introduce work-learning system that is based course based qualification and change the type of work-learning certification standard. The following recommendations were drawn from the study. First, it is necessary to carry out the connecting analysis study of each application standard by job field and item and utilize it in the revision process of each application standard in the future. Second, it is necessary to review the amendment at the time of application termination of each application standard or announcement every year. Third, in the case of the work-learning certification standard and course based qualification, the study of the adjustment system for the classification system of the item, the internal evaluation and the external evaluation, and the recognition of the OJT time is also required to be advanced.

이 연구는 일-교육훈련-자격을 연계하기 위해 도입된 NCS의 활용기준 운영실태와 연계성을 분석하 고, 연계 방안을 도출하는데 있다. NCS 활용기준이란 검정형 자격 출제기준, 과정평가형 자격 편성기준, 일학습병행제 인증기준, NCS 기반 훈련기준 및 2015 개정교육과정 전문교과Ⅱ군 실무교과를 의미한다. 세부 연구목표는 첫째, NCS 활용기준 관련 선행연구를 고찰하고, 둘째, NCS 활용기준의 운영실태 및 연계성을 분석하며, 셋째, NCS 활용기준 간 연계방안을 도출하는 것이다. 연구목적 달성을 위해, 문헌연 구, 내용분석, 개발연구 및 타당성 검증을 실시하였다. 이를 통해 얻은 결과는 첫째, NCS 활용기준 실태 를 분석한 결과, 검정형 자격 출제기준, 과정평가형 자격 편성기준, 일학습병행제 인증기준, NCS 기반 훈련기준 및 고교 실무교과에서 NCS 능력단위 등을 활용하여 연계가 가능한 것으로 나타났다. 둘째, 검 정형 자격과 과정평가형 자격의 연계를 위해 검정형 자격 출제기준 개발 및 개정, 과정평가형 자격 편성 기준 개발 및 개정, 출제기준과 편성기준 심사, 관련 서식 및 법령 등에 대한 개선 방안을 도출할 수 있 다. 셋째, 과정평가형 자격과 일학습병행제의 연계를 위해 과정평가형 자격 연계 일학습병행제 과정을 도입하여 과정평가형과 1:1로 매칭되는 일학습병행제를 우선 전환하고, 과정평가형과 1:多,로 매칭되는 일학습병행제에 대해서는 전환할 대상을 선별하는 기준을 수립하는 한편, 일학습병행제 인증기준 서식을 개선할 수 있다는 것이다. 연구를 통해 도출된 제언은 다음과 같다. 첫째, 직무분야 및 종목별로 각 활 용기준 등의 연계성 분석 연구를 추진하여 향후 각 활용기준의 개정 과정에 활용할 필요가 있다. 둘째, 각 활용기준의 적용 종료기간 도래 또는 매년 공고 시 개정 검토가 필요하다. 셋째, 일학습병행제와 과 정평가형의 경우, 종목 분류체계, 내․외부평가, OJT 시간 인정 등에 대한 조정 방안 역시 고도화하는 연구가 요구된다.
