This paper is aimed at having a close look at aspects of “creating ties with Japan” and the independence of Chosun (Korea) in “The Independent”, an English-Korean bilingual newspaper issued from April 7, 1896 to September 14, 1899. In the history of Korea, the late 19th century is characterized as the period of turbulent transition from the old system predominantly tied with China to the new system propelled by the opening of the hermit kingdom to the world. It is well known that Chosun Chaekryak(Chosun Strategy), a booklet written by a Chinese diplomat in Japan, Hwang Jun-Hun, played a crucial role in making Chosun prepared for the Western Powers’ imperialistic invasion of Korea. Convincingly suggested in the book are three key words such as “Remaining close to China”, “Creating ties with Japan”, and “Allying with the US”. It is clearly observed in the Independent, however, that the independence of Chosun is only meant to separate herself from the Chinese suzerainty prevailed for more than one thousand years. With “Remaining close to China“ completely discarded, the newspaper shows that both “reating ties with Japan” and “Allying with the US” are the way and the life for Chosun of the time. According to many an editorial note and article in the Independent, Chosun’s leaders of the time attempted to model after the Japanese way of modernization and enlightenment in order to reach the goal of American civilization, resulting in the pro-American newspaper. Being on the side of Japan, the newspaper could not be very active in criticizing the Japanese brutality unambiguously elucidated in the Eulmi Incident of 1895. So the paper could not be on the side of the righteous army prevalent all over the country to fight against Japan and also against the corrupted government of Chosun, but rather did not hesitate to condemn critically righteous activities of the army conducted with a view to achieving the independence of Chosun from the influence of Japan.

19세기 후반 조선은 서구 열강의 제국주의를 맞이해서 대 혼돈의 시기를 겪는다. 이 혼돈의 가장 큰 축은 천 년 이상의 긴 세월동안 밀접히 맺어왔던 중국과의 관계는 단절 하고, 그 대신에 조선보다 한 발 먼저 개항을 함으로써 서구 제국주의 반열에 편입된 일 본을 비롯해서 미국을 포함한 유럽의 주요 국가들과의 국제조약을 맺어 나감으로써 동북 아시아에서의 다국적 힘의 균형을 강요받는 것이었다. 이런 국제적 환경질서 속에서 1896년 4월 7일 창간되어 3년 이상 지속적으로 한국 어와 영어의 이중언어로 발행된 獨立新聞의 사설 및 기사를 면밀히 분석해 봄으로써 당 시 조선의 선각자들이 품고 있었던 “結日本” 사상과 조선의 독립에 관한 생각을 엿보고자 한다. “結日本”은 “親中國,” “聯美國” 과 더불어 황준헌의 조선책략에서 제시되는 주요한 외교전략의 개념이다. 이 세 전략 중에서 독립신문은 먼저 이분법적으로 선택을 하는 바, 조선의 독립이라는 개념을 중국의 속박에서 벗어나는 것으로 인식하고 있음을 본다. 즉 “親中國”은 “脫中國” 으로 전략수정을 하게 되고, 전반적이고도 궁극적인 지향점은 “聯美 國”이지만 그 과정에서 반드시 거쳐야 할 단계로의 개념은 “結日本” 으로 보고 있다. 따라서 일반적으로 인식되고 있는 조선독립의 문제가 이 독립신문에서는 일본 제국주 의로 부터의 독립을 뜻하지 않고, “結日本”을 통한 중국으로부터의 독립을 지칭함을 알 수 있다. 이와 밀접한 관련이 있는 것으로 이 독립신문의 발행과 더불어 독립문의 건립 및 독립협회의 창립을 들 수 있다. 그렇게 때문에 1895년 10월 을미사변 이후 악화된 조선민중들의 반일정서 내지는 항일투쟁의 일환으로 나타난 전국적인 의병활동을 보는 독립신문의 시각은 매우 친일적 인 것임을 엿볼 수 있게 된다.
