This study was intended to provide reference data that could be used to promote construction of safe communities and urban healing based on the designing of CPTED(Crime Prevention Through Environmental Design) program in university towns. Urban healing is concerned with the issue of how to create the urban space conducive to healing of the citizens. Universities have a significant influence on education, culture and economy of communities. Nonetheless, university towns may be confronted with potential social problems, including various crimes, as they can attract huge population. Thus, this study was conducted to identify the programs that might contribute to the crime prevention based on environmental design of university towns and to provide reference data useful for designing the programs that could promote creation of safe communities. To design the CPTED program for university towns, we looked into current conditions and systems mainly in town of K-University, the subject of this study, which was located in Changwon-si, Gyeongsangnam-do, and then proposed the CPTED programs and policies. In the first place, we examined the factors of risk to the university towns through related literatures and also performed a survey of the site. Moreover, we discussed the efforts and basic courses of CPTED implementation for creation of safe cities in communities. Particularly, we examined the case of model project currently carried out in Changwon-si to build safe communities, along with the case of the project designed to form CPTED-based safe alleys. To build safe communities, the basic principles and strategy of CPTED need to be applied effectively and the construction of safe cities should be implemented in conjunction with urban regeneration projects. Measures need to be taken to operate the capstone design curriculum of universities, promote combination with various subjects and programs involving the communities, and ensure linkage with related departments in conjunction with CPTED programs for university towns. To build the system of collaboration with relevant organizations and private-sector, it would be necessary to establish the system for mutual collaboration systems such as private security, autonomous neighborhood watch group, integrated control center, etc. In addition, the police organizations would need to revamp and develop crime prevention programs constantly to keep pace with the changes in public safety paradigm. Moreover, the third-generation CPTED, which is based on active, voluntary and autonomous participation, would need to be stimulated.

이 연구는 대학가의 CPTED 프로그램 설계를 통하여 안전한 지역사회의 건설 및 도시힐링에 기여할 수 있도록 참고자료를 제공하는 것을 연구의 목적으로 하고 있다. 도시힐링. 즉, 도시의 공간을 어떻게 조성해서 시민들의 힐링에 기여할 수 있을 것인가 하는 문제이다. 대학은 지역사회에서 교육과 문화, 경제적으로 상당한 영향을 미친다. 많은 인구들이 집중할 수 있는 곳이어서 그 이면에는 각종 범죄와 같은 사회문제들이 잠재될 수 있는 곳이기도 하다. 따라서 이 연구에서는 대학가의 환경설계를 통한 범죄예방에 기여할 수 있는 프로그램을 찾아보고 안전한 지역사회 만들기를 위한 프로그램 설계에 참고자료를 제공하고자 하였다. 대학가의 CPTED 프로그램을 설계하기 위해 이 연구의 대상 사례인 경상남도 창원시 소재 K대학가를 중심으로 현황과 제도를 살펴보고 CPTED 프로그램과 정책 제안을 하였다. 우선 대학가의 위험요소를 관련 문헌을 통해 검토하고 현장 조사도 실시하였다. 그리고 지역사회의 안전도시 건설을 위한 CPTED 추진 노력과 방향에 대해 논하였다. 특히 창원시에서 추진되고 있는 ‘안전한 지역사회 만들기 모델사업’ 사례와 ‘셉테드 안심골목길 조성 사업’ 사례도 살펴보았다. 안전한 지역사회 만들기를 위해서는 CPTED의 기본 원리와 전략이 효과적으로 적용되어야 하고, 도시재생사업과 연계한 안전도시 건설이 추진되어야 한다. 대학가의 CPTED 프로그램 연계와 관련하여 대학의 캡스톤디자인 교과목 운영, 지역사회와 함께하는 다양한 교과목 및 프로그램과의 접목, 관련 학과와의 연계방안이 필요하다. 관계 기관 및 민간과의 협력 시스템 구축과 활성화 측면에서는 민간경비, 자율방범대, 통합관제센터 등과의 상호협력 시스템이 구축되어야 한다. 또한 치안 패러다임 변화에 따라 경찰기관은 지속적으로 범죄예방 프로그램을 개선·개발해야 한다. 그리고 능동적·자발적·자율적 참여가 중심이 된 3세대 CPTED의 활성화도 필요하다.
