The purpose of this study is to propose policy measures to secure effective cooperative policing through analysis of local residents' cooperation security. In other words, I tried to analyze the perception of local residents' police activities and cooperative policing, level of participation in cooperative policing, and perception of the relationship between police and local residents. Based on this, I tried to provide basic data necessary for Aggressive coping of crime related to various social problems by suggesting measures to activate cooperation between local residents and police. This study analyzed the data collected through a questionnaire survey of 150 residents in Yongsan-gu area in Seoul using the SPSS (Statistical Package for the Social Science) WIN 21.0 program. Analysis technique are frequency analysis, t-test, One-way analysis of variance (ANOVA) and Chi-square tests. Based on the results of the study, suggesting measures to activate cooperation between local residents and police as follows. First, various types of patrol activities should be carried out in consideration of the local situation in order for successful cooperation policing to be achieved. Various programs should be developed and operated for considering the positions of the cooperators and the local situation. Second, in order to increase the participation of the local residents in the cooperative policing, it is important to establish a clear goal for cooperative policing, in order to do this, efforts should be made within the police organization and the police officers themselves should change their consciousness. Third, in order to activate cooperative policing the police themselves should move away from the passive perception of the past, and regard local residents as partners in policing activities and strive to strengthen ties through frequent contact with local residents. In addition, in order to activate cooperative policing it can be said that the local residents are also more likely to change their perception that they can cope with crime positively, rather than just being a victim of the crime.

본 연구는 지역주민들의 협력치안에 대한 분석을 통해 효율적인 협력치안을 확보할 수 있는 정책적인 방안을 제시함에 목적이 있다. 본 연구는 서울 용산구 지역주민 150여명을 대상으로 한 설문조사를 통해 수집된 자료는 SPSS(Statistical Packgge for the Social Science) WIN 21.0 프로그램을 이용하여 분석하였다. 분석기법으로는 빈도분석과 t-test(검증)와 One-way ANOVA(일원변량분석), 그리고 χ2(Chi-square) 검증을 실시하였다. 연구 결과를 바탕으로 지역주민과 경찰과의 협력치안 활성화 방안을 제시하면 다음과 같다. 첫째, 성공적인 협력치안이 이루어지기 위해서는 지역의 실정을 고려한 다양한 유형의 순찰활동이 이루어져야 하며, 협력자의 입장과 지역 실정을 고려한 다양한 프로그램이 개발 운영되어야 한다. 둘째, 협력치안에서 신뢰받는 경찰상 정립이 중요한 요인이 지역주민들의 참여확대이기 때문에 협력치안에 대한 명확한 목표가 제시되어야 하며, 이를 실천하기 위한 경찰조직 내부의 노력과 경찰공무원 스스로 의식 전환이 이루어져야 할 것이다. 셋째, 협력치안 활성화를 위해서는 경찰 스스로 과거의 소극적인 인식에서 탈피하여 치안활동에 있어서 지역주민들을 동반자로 간주하고, 지역주민과 잦은 접촉을 통해 유대강화에 힘써야 할 것이다. 이 외에도 협력치안의 활성화를 위해서는 무엇보다도 지역주민과 경찰과의 관계 개선이 이루어져야 하며, 이를 위해서는 주민들에게 신뢰를 얻는 것이 필요하다. 또한 지역주민 역시 단순히 범죄의 피해자라는 생각보다는 경찰과 함께 범죄에 적극적으로 대처할 수 있다는 인식 변화가 무엇보다 요구된다고 할 수 있다.
