The local governance of Korea started as a tool for extending power, ceased for a long period, and revived through the democratization. However, the complete local governance has not been realized yet even after 30 years (of its revival). This is due to the lack of local political leadership by the abnormal operation system which is subordinate to the central authority. The current research aims to demonstrate the desirable values that the current local leaders should seek for. To analyze this topic, theoretical variables were used including, but not limited to, the qualifications for leadership which became an important topic for today’s political leadership, values that leaders should pursue in the relationship between leaders and followers, and the leadership function which is discussed in ‘political leadership theory.’ Three principles were drawn from the analysis: First, why morality should be reconsidered for local leadership. Second, what is ‘creative leadership’ for local leaders and how to achieve it. Third, how should local politicians obtain the followship from their supporters. The analysis results suggest that transformational leadership will be required for the local politicians whose duties are respecting the values shared in a local community and advancing the growth of the region. Therefore, this paper reminds of the need of leadership that is based on mutual interaction and communication and discusses the implications of desirable leadership for local politicians.

한국 정치에서 정치권력 연장의 수단으로 시작되었던 지방자치는 정세의 변화로 장기 중단되었 다가 민주화 과정을 거치며 부활했다. 그러나 30여년이 지난 지금도 완전한 지방자치는 실현되지 못하고 있다. 이는 중앙권력에 예속된 기형적 운영방식 때문인 동시에 지방을 이끌어갈 지방정치인 의 리더십 부재 때문이다. 본 연구의 목적은 현재 지방정치를 이끌고 있는 선출직 단체장과 지방의 원이 추구해야 할 리더십의 바람직한 가치를 규명하는 것이다. 분석을 위해 오늘날 정치리더십 연 구의 화두인 지도자의 자질 문제, 지도자와 추종자 사이에서 지도자가 추구해야 할 가치문제, 정치 리더십 발휘에서 논의하는 기능 문제 등 이론적 변수를 지역정치 지도자들에 적용해 세 가지 요목 을 도출했다. 첫째, 지방정치인 리더십에서 도덕성의 제고는 왜 필요한가. 둘째, 변혁의 시대를 이 끌 지방 지도자들의 창조적 리더십은 어떠한 가치와 덕목을 갖춰야 하는가. 셋째, 지방정치인들은 지지자들의 팔로십을 어떻게 확보해야 하는가이다. 분석 결과 정치리더십에서 추구하는 가치와 지 방정치인에게 요구되는 덕목이 크게 다르지는 않았다. 그러나 지역 공동체가 갖는 가치를 존중하고 지역발전을 위해 힘쓸 책무가 있는 지방정치인들의 리더십의 제고가 필요하다. 이에 상호 교감과 소통을 기반으로 하는 리더십의 필요성을 상기시키고, 지방정치인의 바람직한 리더십에 대한 몇 가 지 함의를 제시한다.
