The object of this study is to analyze the comprehensive priority of the Developmental Stage of e_Governance in the decision process using the Fuzzy-AHP, and is to be focused on the cognition level of public officials in the both province and local government. The expert groups were divided into two groups with local and provincial government. The survey was executed with the request forms and the questionnaire were analyzed by Expert Choice 11.5 designed for AHP. With λ and parameter C these results were reprocessed for the compensation ot the limitation of relative priority that were produced through AHP, and comprehensive priority of Fuzzy-AHP were consequently utilized for this study. These consequence was a little different from the initial data of AHP in some items such as 'e_decision' in agenda making of decision process, 'e_information' in agenda making. The rank of 'e_decision' varies from the 6th order to the 1st order and the importance of 'e_information' is from the 7th rank to the 2nd rank. Some results were found that the officials roughly took into account of that the agenda formation in the decision process is the primary step and the implementation in the decision process is the last step.

연구 주 내용은 지자체 공직자들이 자치단체에서 발생하고 있는 각종 환경관련 현안 문제를 해결하는 의사결정과정에서 관련 단체들에 대해 활용하고 있는 e_거버넌스 발전단계 구성내용들 에 대한 종합적 중요도를 분석하고자 하였다. 연구에는 AHP 기법, Fuzzy Scale, Fuzzy AHP 기법 등이 사용되었으며, 상대적 중요도 분석에는 AHP 기법이, λ 값과 상수 C값 산출은 Fuzzy Scale 를, 절대적 중요도 값은 Fuzzy-AHP 기법이 사용되었다. 연구결과, e_거버넌스 분석대상 15개 항 목 가운데 우선순위 상위 3위 이내에 들어 있는 항목들은 의사결정과정 중 ‘의제형성’에 들어 있 음을 알 수 있었으며, ‘집행’에 대한 e_거버넌스 세 항목들의 우선순위가 하위인 각각 9위, 12위, 15위로 나타났다. 연구결과 나타난 정책적 함의를 중심으로 자치단체들은 환경관련 사업 집행과 정에서 e_거버넌스를 통해 환경관련 이해 당사자들이 청원(e_청원 등)을 제시하거나 'e_참여'를 증 대할 수 있는 기제를 적극적으로 마련해야할 것이다.
