This paper is written to find out which variables affect passage of bills in standing committees. The result of this study is that when the chief author of bill was the member of ruling party; member of the committee in charge of bill and has been work for that committee thru his term, the passage probability of the bill was higher. And bill submitted by government was also higher. And this result is same as precedent research result. This study try to verify new variables and discover that the percentage of co-proposers who were the member of committee in charge of bill; re-proposed (previous proposed but not passed) bill, and policy type affected the passage of bill. To build expertise and make law efficiently, it is desired congressman work for one committee in his term. When a congressman want to make a law, it is better to ask colleague who is the member of the committee in charge of bill propose the bill and you join as a co-proposer. When you propose a bill, it is enough to fulfil the necessary condition(over 10 co-proposer) and there is no reason to increase co-proposer. It is expected that variables which the results of previous researches were different will be analysed using more large sample.

국회에서 제안된 법안의 처리에 영향을 미치는 변수들에 대한 연구는 지속적으로 이루 어져 왔지만 대부분이 본회의 처리결과로 분석이 이루어지고 그 결과도 상이한 경우가 많 다. 이 연구는 상임위원회의 법안처리에 영향을 미치는 변수를 분석하였다. 기존의 연구를 통해 분석된 변수들 중 빈도가 높은 것들을 환경, 제안주체, 정책특성에 따라 분류하고 대표발의자와 동일정당공동발의자 비율, 공동발의자 소관위원회 소속비율, 최초제안법안, 정책유형 등의 변수들을 추가하여 상임위원회에서 법안가결률에 영향을 미 치는지를 분석하였다. 연구의 결과 여당의원발의법안, 소관 상임위 의원 발의법안, 발의의 원 19대 상임위 경력이 많은 경우, 정부제출법안, 공동발의자 소관상임위 소속비율이 높은 경우, 재제안법안 등의 가결률이 높음을 알 수 있었다. 반면 공동발의자수, 발의자선수, 발 의의원 상임위 선수 등은 법안처리에 영향을 미치지 않는 것으로 나타났다.
