For several years, the Police has made every efforts to remove the sigma of the human rights violators and become human rights protectors. In spite of these efforts and reforms, human rights violation cases by police officers have been consistently reported. Thus, it has been raised that each individual police officer’s perception of human right needs to be enhanced in accordance of organizational changes for human right protection. The current study is conducted to investigate newly recruited police officers’ perceptions on human rights and factors affecting their perceptions. Based on previous research, age, gender, academic level, economic status, religion, religious faith, empathy level, self-esteem level, social support, equality of opportunity, and interest in social, political, economic issues were constructed as independent variables. Using self-administered survey method, 506 newly recruited police officers in National Central Police Academy took part in survey. Research results indicate that the average of respondents’ perceptions of human rights 3.76 was higher than median value(3) and empathy level, self-esteem level, social support, and interest in political issues were significant factors for human right perception. That is, a respondent with a higher level of empathy, self-esteem, social support and interest in political issues is more likely to demonstrate higher level of perception on human rights. Based on research results, making mandatory human right eduction, developing comprehensive strategies for human right education and manual, introducing counseling and therapy aimed at enhancing self-esteem, empathy and social support in police academy courses, utilizing experts, and conducting evaluation research on human right education were presented as policy implications.

인권탄압의 부정적인 이미지를 벗고 인권수호 경찰로 거듭나기 위한 경찰의 노력에 도 불구하고 여전히 경찰에 대한 시민의 부정적인 인식과 실제 인권침해 사례는 지속 되고 있다. 이에 경찰 개개인의 인권의식이 향상되어야 인권수호를 위한 법과 제도가 실효성 있게 운영된다는 주장이 제기되고 있으며, 경찰의 인권의식 향상을 위한 방안이 다각도로 모색되고 있다. 본 연구는 신임경찰 교육기관인 중앙경찰학교 경찰 교육생의 인권의식을 진단하고 이에 영향을 주는 요인을 분석하여 인권의식 향상을 위한 방안을 제시하고자 수행되었다. 인구사회학적 특성, 공감능력, 자존감, 사회적지지, 기회평등, 사회/정치/경제문제에 대한 관심, 인권교육 등이 본 연구의 독립변수로 조사되었다. 506명이 설문조사에 참여하였으며, 응답자의 인권의식은 3.76으로 중간값(3점)을 상회 하였다. 다중회귀분석 결과, 공감능력이 높고, 사회적 지지감이 높고, 자존감이 높으며, 정치에 관심이 높은 응답자일수록 인권의식이 높은 것으로 조사되었다. 반면에 인구사 회학적 요인이나, 사회 및 경제관심, 기회평등 인식, 인권교육은 신임 경찰관의 인권의 식에 영향을 주는 유의미한 요인은 아니었다. 교육기관으로서 제공할 수 있는 효과적인 인권교육을 위해서 공감능력, 자존감, 사회적 지지감을 강화할 수 있는 상담/치료 프로 그램과 봉사활동 강화, 인권교육의 의무화, 포괄적 인권교육 전략수립, 대상자별 매뉴얼 개발과 체험위주의 활동, 외부전문가 활용, 교육효과성 평가 연구 실시 등을 정책제 언으로 제시하였다.
