It is the Aqua-Acupuncture Solution and Pharmacopuncture breakthrough medication method that changed the conventional medication route. The range of preparation of oriental medicine is used by Korea medicine doctors. The problem is the Aqua-Acupuncture Solution and Pharmacopuncture in the form of using the outpatient outside Decoction room the korean medical clinic. or using the facilities of the Decoction room jointly. Most Korea medicine doctors use the place where the Crude Drugs and the Pharmacopuncture making facilities are expensive because it is expensive and can be used jointly by outside Decoction room. It requires various facilities and various medicines to prepare infinite number of prescriptions and various the Aqua-Acupuncture Solution. It is because of the reality that it is difficult to provide all of these at individual medical institutions. Nevertheless, the medicinal solution is prepared using the outside Decoction room korean medical clinic. In this case, the issue of whether to violate the Act on Special measures law on health crime control and the Pharmaceutical Affairs Law due to the manufacture and sale of illegal drugs is a problem. Therefore, it should be possible to prescribe Crude Drugs of various formulations which are guaranteed efficacy and stability in a medical field and to prepare them promptly according to the prescriptions of korea medicine doctors. Therefore, in order to be able to treat patient diseases in a timely manner, a facility such as a common Decoction room is desirable. Accordingly, it is necessary to re-establish appropriate facility standards and facility specifications.

한약제제나 약침은 기존의 한약 투약경로를 바꾼 획기적인 투약방법으로 한의사들의 조제범위로 한의원에서 한의사가 직접 조제해서 사용한다. 문제는 한약제제나 약침을 한의원 외부에 설치된 원외탕전실을 이용하거나 탕전실의 시설을 공동으로 이용하는 형태의 조제행위이다. 대부분의 한의사들은 한약 및 약침을 조제하는 시설이 고가(高價)여서 한의사들이 공동으로 사용할 수 있는 원외탕전실을 이용하고 있다. 이는 수많은 종류의 처방과 다양한 제형의 한약을 모두 조제하기 위해서는 각종 시설과 다양한 약재가 필요한데 개별 의료기관에서 이를 모두 구비하기는 어렵다는 현실 때문이다. 그럼에도 한의원 외부의 원외탕전실을 이용하여 약침을 조제할 경우, 부정의약품의 제조 및 판매로 인한 「보건범죄 단속에 관한 특별조치법」 및 「약사법」위반여부가 문제가 되고 있다. 따라서 의료현장에서 안전성과 유효성이 보장되는 여러 제형의 한약재를 보유하고 한의사의 처방에 따라 신속한 조제가 가능하여 적시에 환자 질병의 치료가 가능하기 위해서는 공동탕전실과 같은 시설이 바람직하다고 생각된다. 이에 따라 공동탕전실에서 생산한 한약제제나 약침의 품질에 대한 안전성과 유효성을 확보할 수 있는 적절한 시설기준과 시설규격의 재확립이 이루어져야 한다고 본다.
