The purpose of this study is to analyze the current status of private counseling certificates registered in the Private Qualification Information Service of Korea Research institute for Vocational Education and Training and to propose systematic management and development plan for it. For this purpose, this study classified 4,446 certificates using counseling terms registered in the Private Qualification Information Service into consultation and psychological counseling, and extracted 4,054 certificates of the professional counseling field. Next they were analyzed the number of certificate acquirers and how to train and qualify for these certificates. According to this, it showed that 744 of them have issued certificates and of these, 132 have issued certificates to more than 100 people per year, or more than 500 people in total since registration. Of the 132 certificates, 77 were presented with the websites of institutions and organizations in the Private Qualification Information Service to analyze their qualification conditions including academic standards, majors and curriculum and qualification test methods. The private counseling certificates differed greatly in the system of training counselors, including academic standards, majors, training methods, and theoretical tests, interview, training examination, and qualification maintenance training depending on the institutions, organizations, and individuals that operate and manage them. Based on these results, this study discussed the problems of the private certificates in the domestic counseling field and presented the improvement and development plan of the testing system for fostering competent counselors.

본 연구의 목적은 한국직업능력개발원의 민간자격정보서비스에 등록된 상담관련 민간자격의 현황을 분석하고, 이를 바탕으로 상담분야 민간자격의 체계적인 관리와 발전방안을 제언하는 것이다. 이를 위해 본 연구는 민간자격정보서비스에 등록된 4,446건의 상담관련 용어를 사용하는 자격을 자문과 심리상담으로 구체화하는 단계를 거쳐 전문 심리상담 분야의 자격 4,054개를 추출하였다. 이들 자격을 대상으로 인력 배출실적과 자격 양성 및 검정방법을 분석하였다. 이에 따르면, 자격취득자 배출 실적이 있는 자격은 744개이며, 이들 중 연평균 100명 또는 등록 이후 총 500명 이상을 배출한 자격은 132개로 나타났다. 132개의 자격 중 민간자격정보서비스에 기관 및 단체의 홈페이지가 제시된 77개의 자격을 대상으로 학력 및 전공 등 자격취득 조건, 교육과정과 자격검정 방법을 분석하였다. 이 결과 상담분야 민간자격은 이를 운영·관리하는 기관, 단체, 개인에 따라 학력기준, 전공유무, 양성방법 및 이론·면접·수련심사·자격유지 등 상담자 양성체계에 큰 차이가 있었다. 본 연구는 이러한 결과를 중심으로 국내 상담분야 민간자격의 문제점을 논하고 역량 있는 상담자 양성을 위한 검정체계의 개선방안 및 발전방안을 제시하였다.
