There are two chief purposes of this paper. The one is to analyze the security strategy of the first Obama administration for North Korea which has been one of the most bothersome problems as well as unstable factors in the East Asian Region. The other is to review the national strategy of North Korea for the U.S. whose army has stationed in South Korea. In order to cope with and deal with the North Korea's provocation and threat, Obama government has chosen one strategy, what is called 'Smart Strategy based on the Hegemonic power'. As the only hegemonic country, the U.S. is able to wield hard power including strong military power and soft power like diplomatic cooperation with international institutions. North Korea has been so weak and small nation that it can not defend itself without making alliance with other strong countries and strengthening not only its military power but also internal coalition. Therefore, in order to achieve some vital goals including the preservation of its sovereignty and regime, North Korea has chosen one strategy, so-called 'Balance Strategy based on Self-reliance'.

오바마 행정부는 한반도와 동북아시아의 평화와 안정을 대북 안보전략의 전략목표로 설정하고, 패권에 기초한 스마트 파워전략을 구사하였다. 미국은 군사적 개입위협과 북미대화라는 하드파워 전략수단과, PSI와 유엔안보리 활 용이라는 소프트파워 전략수단을 사용했지만, 전략목표를 달성하지 못했다. 미국이 전략목표 달성에 실패한 이유는, 첫째, 북한의 폐쇄성으로 인해, 미국 의 대북 봉쇄 및 제재 조치가 제대로 효과를 발휘하지 못했고, 둘째, 북미대 화에서 미국이 전략적 인내를 유지하면서 북한의 양보를 얻어낼 만한 유인을 제공하지 못했기 때문이다. 북한은 자주에 기초한 균형전략을 대미 기본전략으로 설정하고, 강성대국 건 설과 자주통일 실현을 위한 기반을 구축하고자 했다. 이를 위해, 경성균형 수 단과 연성균형 수단을 활용했다. 김정일 시기에 구축된 이러한 대미 전략, 전 략목표, 전략수단은, 김정은 체제에 그대로 계승되었다. 김정은은 김정일 때와 마찬가지로, 전략 수단 중에서 핵 프로그램 개발 즉, 핵 무기 개발, 우라늄 농 축과 경수로 건설 그리고, 핵 무기 운송수단인 장거리 탄도미사일 개발에 초 점을 맞추고 있다.
