As the housing stability and welfare of the low income class becomes more important, the Government has supplied more public rental housing. Korea Land and Housing Corporation (LH hereafter) has provided diverse housing service at public housing sites under the Enforcement Decree of the Long-term Rental Housing Act. Considering the researches for public housing residents' satisfaction degree, there are many researches on dwelling environment or housing management, but little on housing support service or its services. Housing support services include community activities related to housing welfare as a policy to assist housing stability for the low income class. LH has provided housing support services revolving around a apartment site management office. On the other hand looking around the research result on the residents' satisfaction degree of the national rental housing and other researches show the high level of satisfaction degree through housing support service by the occupants of public rental housing. Therefore, housing support services affect the housing satisfaction degree of the occupants dwelling in public rental housing units. However, a housing support service agent is not determined by related law or regulation, and a housing management office performs a role as a service agent implicitly. This research will look into the cases of housing support service and the result of related researches, discuss the housing support services to be included in public rental housing management and necessity of revise the law that housing management office performs a role as a service agent.

저소득층의 주거안정과 주거복지의 중요성에 따라 정부는 공공임대주택을 공급하여 왔다. 한편, 우리나라 공공임대주택의 약 75%를 보유하고 있는 LH공사의 공공임대단지에서는 「장기공공임대주택 입주민의 삶의질 향상 지원법」에 의거 다양한 주거지원서비스를 제공하고 있다. 그동안의 공공임대주택 입주민과 주거지원서비스 관련 연구들을 살펴보면 주거환경과 주택관리에 대한 연구들은 많지만, 주거지원서비스나 주거복지서비스에 대한 연구들은 미미하다. 주거지원서비스는 저소득가구를 대상으로 기존 주택이나 지역사회에서 주거안정을 지원하는 정책수단으로서 주거복지와 연계된 커뮤니티 활동을 포함한다. LH공사는 공공임대주택단지에서 관리사무소를 중심으로 이러한 주거지원서비스를 제공하고 있다. 한편, LH의 국민임대주택단지 입주자만족도 조사 뿐 아니라 유사한 다른 연구에서도 주거지원서비스는 공공임대주택 입주자의 주거만족도에 긍정적 영향을 주는 것으로 보인다. 그러나 주거지원서비스는 관련 법에 실행주체에 대해 명확하게 명시되어 있지 않아 현재는 관리사무소가 주체가 되어 추진하는 것에 대하여 암묵적으로 동의가 되고 있다. 본 논문에서는 주거지원서비스 활동 사례와 현황분석을 통해 공공임대주택의 주택관리에서 주거지원서비스 업무가 포함되어야 할 것인지에 대한 논의와 함께, 주거지원서비스 확대를 위해 서비스 활동을 관리사무소 주체로 시행되는 것을 법에 명확히 명시하는 법 개정의 필요성과 이러한 서비스를 제공할 수 있는 공동체 공간의 설치 및 확대, 정부의 지원 등을 명시하는 법 개정에 대하여 논거를 제시하고자 한다.
