Recently, China has made an effort to create a good image of China by embracing foreigners’ minds and hearts. As a way to achieve the goal of Chinese foreign policy, the Chinese government has emphasized the significance of constructing China’s soft power and public diplomacy has been a major tool for the purpose. From international relations theories perspectives, however, China’s performance of public diplomacy as a way to increase China’s good image might cause a contentious debate of learning or adaptation. This paper posits China is still developing the concept of public diplomacy and its efforts to conduct public diplomacy provide a good example to prove China in learning process. Observations of China’s learning practice are investigated by public diplomacy in Kazakhstan.
