The decrease of Arctic sea ice is expected to trigger the opening of the Arctic route, and the development & utilizations of energy, fishery, and ecotourism resources in the Arctic Circle. Arctic issues such as territorial problems, extended continental shelf, commercial shipping, resource development, fisheries activities, endangered species, environmental disasters, ship accidents, sustainable development, and increased military activities will soon be transformed into arenas of international cooperation or competition and conflicts in the near future. In this article, from the polito-economic perspective Chapter 2 and Chapter 3 outline the conflict and competition factors in the Sea of Okhotsk and the Bering Sea. In Chapter 4, I analyze the sustainable development cooperation that can draw a win-win strategy in the Arctic countries as well as the non-Arctic countries by creating ideas that may alleviate conflicts and competitions. Chapter 5 explores the positive and negative functions in the process of sustainable development cooperation, and draws implications for S. Korea’s entry into the Arctic.

북극해 얼음과 빙하가 녹으면서 영토문제, 대륙붕 외연 경계 문제, 상업적 선적, 자원개발, 수산 활동, 멸종위기 종, 환경재난, 선박사고, 지속가능한 개발, 증대되는 군사 활동 등의 북극 이슈는 가까운 장래에 북극이 국제 협력 혹은 경쟁과 갈등의 아레나로 변모될 것이다. 이러한 맥락에서 제2-3장에서는 연구공간에서 갈등과 경쟁 요인을 정치경제 관점에서 고찰한 후 제4장에서는 갈등과 경쟁을 완화할 수 있는 아이디어 창출을 통해 북극권 국가뿐만 비북극권 국가들도 윈윈(win-win)할 수 있으며 지속가능한 협력 내역을 분석한다. 제5장에서는 지속가능한 개발 협력과정에 나타나는 역기능과 순기능을 고찰하면서 한국의 대북극 진출에 필요한 시사점을 도출한다.
