This paper analyzes the causes of the steady increase in the public sector debt from the perspective of public choice. In addition to the government of Korea, the debt of both non-profit public institutions and non-financial public enterprises is also on the rise. Moreover, the government pension liability and the military pension provision amount to 846 trillion won, and the annual increase in the both liabilities reaches 22% of the government budget. If the debt of public enterprises is added, the total public sector debt is estimated to reach 2 trillion. If the guarantee of payment for National Pension is specified in law, the size of the public sector debt is expected to increase even more. It is analyzed that the increase of the public sector is related to the incentive for special interest group. This paper emphasizes that fiscal rules are necessary to prevent the dismantling of public sector finances in the end.

본고는 국가부채가 지속적으로 증가하는 원인에 대해 ‘공공선택학적 관점’에서 분석하고 있다. 우리 나라의 국가채무는 물론 비영리공공기관과 비금융공기업의 부채도 증가하는 추세에 있다. 더욱이 공 무원·군인연금 충당부채 846조원에 달하고, 매년 늘어나는 부채액은 정부예산의 22%에 달한다. 여기 에 금융공기업 부채가 추가될 경우 국가부채는 2천조에 달할 것으로 추산된다. 미래 국민연금 기금고 갈에 따른 연금 지급도 일반재정에서 지급보장이 명문화 될 경우 국가부채의 규모는 더욱 크게 증가할 전망이다. 이 같은 국가부채 증가는 특수이익집단의 지대추구 유인과 관련이 있음이 분석된다. 본고는 궁극적으로 방만한 국가재정운용을 방지하기 위해서는 ‘재정준칙’이 필요함을 역설한다.
