The contribution of the Nordic models to prostitution policy is to clarify the punishment for gender purchasers and to provide a legal basis for providing social welfare services for sex selling women. In addition, the viewpoint of national feminism, it is highly appreciated that sex sellers spread the perception that they are victims of violent situations. However, the Nordic model has some limitations. This suggests a great deal to the Korean national feminist system that is pursuing the Nordic model. First, the Nordic State succeeded in enacting the Sex Purchase Punishment Act as a strong association with the majority party cabinet and the feminist system that insists on the sex purchaser punishment, but it did not reflect the voluntary sexual sale, that is, the needs of sex workers. Second, the voluntary seller's right to self-determination is being denied. Third, voluntary(consent) sex sellers are not recognized as sex workers, but are recognized as objects of welfare. This is another negative aspect of uniformitarianism pursued by social democracy in Nordic countries. Fourth, the Nordic model is not in line with the spirit of the declaration of Amnesty International Policy on State Obligations to Respect, Protect and Fulfil the Human Rights of Sex Workers, which Amnesty International announced in 2016. Fifth, it is difficult to make a clear assessment of the performance of the Nordic model. Sweden and Norway were ranked tier 1 in the United States Department of Justice's 2017 Trafficking in Persons Report, with excellent trafficking monitoring and response, but Iceland was rated tier 2. Nordic countries that have decriminalized prostitution women are pointed out to be the final destination for sex sellers from Southern Europe, Africa and Asia. Korea has pursued prostitution policies with a strong bond with the national feminist world, but failed to introduce the Nordic model. Therefore, it has not been possible to realize the status of voluntary sex sellers of sex workers or to improve their working environment. It seems to have fallen into a dilemma such as recognition of constitutionality of sex seller punishment or acceptance of international amnesty declaration in 2016.

노르딕모델의 성매매정책에의 기여는 성구매자에 대한 처벌을 명확히 하고, 대부분 여성인 성판매자에 대한 사회복지적 서비스를 제공하는 형법적 근거를 마련하였다는 점이다. 또한 국가페미니즘 관점에서 성판매자는 폭력적 상황의 피해자라는 인식을 확산시킨 점도 높이 평가된다. 그러나 노르딕모델은 일부 한계를 보이고 있다. 이는 노르딕모델을 추구하는 한국의 국가페미니즘에게도 시사하는 바가 크다. 첫째, 노르딕국가는 다수당인 내각과 성구매자 처벌을 주장하는 국가페미니즘계와의 강력한 결속으로 성구매자처벌법 제정에는 성공하였지만, 자발적 성판매, 즉 성노동자의 니즈를 반영하지 못하였다. 둘째, 합의된 자발적 성판매자의 성적자기의사결정권을 부정하고 있다. 셋째, 자발적 성판매자를 성노동자로 인정하지 않고, 복지의대상으로 인식하고 있다. 이는 노르딕국가의 사회민주주의가 추구하는 획일적 평등주의의 또 다른 부정적 측면이라는 지적이다. 넷째, 노르딕모델은 국제엠네스티가2016년 발표한 성노동자 인권의 존중, 보호 및 실천을 위한 국가의무선언의 정신과부합되지 않는다. 다섯째, 노르딕모델의 성과에 대한 명확한 평가를 내리기 어렵다는점이다. 스웨덴과 노르웨이는 미국 법무부의 2017년인신매매보고서에서 인신매매 감시 및 대응이 뛰어난 1등급으로 평가되었지만, 아이슬란드는 2등급으로 평가되었다. 노르딕국가가 성판매자를 비범죄화함으로써 남유럽과 아프리카, 아시아 등지의 성매매 여성들에게 최종적인 종착지로 여겨진다는 지적이다. 한국의 페미니즘계는 노르딕모델 성매매정책을 추구해왔지만, 그 도입에는 실패하였다. 또한 자발적 성판매자의 노동자 지위부여나 이들의 근무환경개선요구 등을 현실화하지 못하였고, 성판매자 처벌의 합헌성 판결이나 2016년국제엠네스티선언의 수용여부 등 딜레마에 빠진 것으로 보인다. 이 딜레마는 노르딕모델 성매매정책의 문제점을 반면교사로 삼아 대안을 찾아야 할 것이며, 무엇보다 사회적 합의가 필요하다.
