Different views have arisen among scholars on distinctive elements of vowels in English. This paper analyses and defines whether or not which of many elements such as the length, quality, tenseness, semi-vowels and glides of the long vowels [i:], [u:], [ə:], [ɔ:], [ɑ:] and diphthongs [ei], [ou], so called, in English is distinctive focusing on Jones' view and Kenyon's. And also we verify the historical developments of the distinctive elements of English vowels in comparison with the two scholars' views. The results of this study are as follows. As a distinctive element Jones thinks the difference of length to be more significant, while Kenyon, opposing Jones' view, stresses only the vowel quality. Some scholars like Thomas and Bronstein consider tenseness of vowels more significant, and structuralists in America consider semi-vowels or glides more important. We find the historical justification for regarding the length element of English vowels as distinctive. In terms of vowel phonetic transcription Jones admits that the length element of vowels in English is phonemic and gives a length mark like [i:] or [ei], while Kenyon thinks that the quality element of vowels is distinctive and gives a short vowel symbol like【i】or 【e】without a length mark . Traditionally our English learners are accustomed to Jones' phonetic symbols. In this case we should pay attention to the two different English vowel phonetic notations.: one with length marks and another without any additional marks.

영어모음의 길이(length)과 질(quality) 요소에 있어서 시차성 여부를 두고 영국 학계를 대변하는 Jones는 길이(장단)에 시차성을 두어서 장모음표기 [:]를 하고 미 국학계를 대변하는 Kenyon은 모음의 질을 시차성으로 인정하여 미국에서 발간되는 사전이나 학습서에는 장모음표기를 하지 않고 있는 점에 착안하여 본 연구를 전개 했다. 또한 영어사적으로 이들 장모음들을 조사한 바로는 Jones가 시차적 요소라고 주 장하는 모음의 장단요소는 영어사적인 발달과정과 일치하고 있고, 모음의 질을 시 차적 요소로 생각하는 Kenyon은 이들 장모음을 단모음으로 취급하고 있는 데, 이 것은 영어사적인 조사에서는 그 근거를 찾을 수 없었다. 전통적으로 한국의 사전이나 영어 학습서에서는 Jones의 표기법대로 장모음 기 호 [:]를 사용해 오고 있기 때문에 한국 영어학습자들이 장모음 표기를 하지 않고 있는 Kenyon의 표기법은 거의 이해를 하지 못하는 실정이다. 따라서 미국식 표기 법으로 된 사전이나 학습서를 대할 때에는 양 학파간의 표기상 차이점을 잘 파악하 여 학습할 것을 제안한다.
