The introduction plans of the autonomous police system in Korea have been suggested various ways of introduction plan according to the difference of interests and stances of state institutions. The government, the municipalities plans are typical examples. This study attempts to conduct qualitative research on the introduction plans of autonomous police system in Korea. And Based on the results, Frame analysis was performed. The qualitative research method used in this study is the analysis of document data and the qualitative interview. A frame analysis was conducted based on the qualitative data, which was created through qualitative research. The policy framework for the introduction of the autonomous police system is based on three elements: policy objectives, policy instruments, and the actors. The components of the policy frame are set to implementation unit and subject, organizational structure, personnel management, distribution of office, relations with national police. The order of the frame analysis is the analysis of the basic frame of the National Police Agency, the Presidential Committee, the National Municipal Governors' Council, the National Autonomous Communities Council. Next, Frame analysis was performed for each component. And We have compared the results of frame analysis to identify the common points and differences of each plan.

우리나라 자치경찰제 도입방안은 각 국가기관들의 이해관계와 입장 차이에 따라 다양한 도입 방안들이 제시되어 왔다. 정부안, 광역자치단체안, 기초자치단체안이 그 대표적인 방안들이다. 본 연구는 우리나라 자치경찰제 도입방안들에 대한 질적 연구를 통해 도입안의 구체적인 내용을 콘텐 츠화하고, 이를 근거로 프레임 분석을 실시하여 각 방안별 공통점과 차이점을 제시하였다. 본 연구 에서 활용하는 질적 연구방법은 문서자료의 분석과 질적 면접이다. 질적 연구를 통해 창출한 질적 자료에 근거하여 프레임 분석을 실시하였다. 일반적으로 정책 프레임의 구조는 정책목표, 정책수 단, 그리고 그 행위자라는 3가지 요소로 구성된다. 정책목표는 자치경찰제의 도입이며, 정책수단은 이를 달성하기 위한 방안이며, 행위자는 정부, 광역자치단체, 기초자치단체가 된다. 정책프레임은 기본프레임과 구성요소별 프레임으로 구분하여, 프레임 분석을 실시하였다. 프레임 분석의 순서는 먼저 정부안 즉, 경찰청안과 대통령소속위원회안, 그리고 광역자치단체인 전국시도지사협의회안, 기초자치단체안이 전국시장군수구청장협의회안의 기본 프레임을 분석하고, 구성요소별 프레임분석 은 실시단위와 주체, 조직구조, 인사관리, 사무배분, 국가경찰과의 관계로 설정하여 실시하였다. 그 리고 프레임 분석의 결과를 비교하여 각 방안별 공통점과 차이점을 제시하였다.
