The purpose of this study is to describe in detail the current discourse on mother language education being discussed in the Swedish National Assembly by analyzing the motions proposed by different Swedish parties from 2014 to 2018. To this ends, all the relevant motions including the word ‘modersmål’ during the period were collected on the Swedish National Assembly website. The results of the analysis show that most of the parties (with the only exception of Sweden Democrats) clearly recognize the importance of mother tongue education at least on a theoretical level. However, different parties showed different opinions concerning why mother tongue education is necessary (or unnecessary) depending on their political stance and from this, the author extracted four main types of discourses. Based on these results, this study further discusses the future direction of mother tongue education in Sweden and the implications on Korean mother tongue education policy.

본 연구는 스웨덴 국회에서 2014~18년 사이 이주 배경 학생의 모국어 교육과 관련하여 발의된 각종 안건의 질적 주제분석을 통해 현재 스웨덴 국회 내 논의되고 있는 모국어 교육 관련 담론의 구체적인 내용을 자세하게 기술하는 것을 목적으로 한다. 이를 위해 해당 기간 발의된 ‘모국어(modersmål)’ 단어를 포함하는 모든 안건이 스웨덴 국회 홈페이지를 통해 수집되었다. 분석 결과, 대부분의 스웨덴 정당은 원론적인 차원에서 모국어 교육의 중요성을 분명히 인정하고 있지만, 정당의 정치적 성향에 따라 모국어 교육이 필요한 이유를 서로 다른 관점에서 바라보는 것으로 나타났으며, 이를 바탕으로 총 네 가지 서로 다른 담론이 도출되었다. 본 연구는 이러한 결과를 바탕으로 향후 스웨덴 모국어 교육의 발전 방향을 예상하고 연구 결과가 한국 모국어 교육정책에 주는 시사점을 논한다.
